BUSINESS TAXES SPECIALIST II, BOARD OF EQUALIZATION
The California Department of Tax and Fee Administration (CDTFA) is seeking a Business Taxes Specialist II to represent Settlement in negotiating settlements of civil tax matters in dispute. The role involves analyzing disputes, conducting settlement conferences, and preparing binding settlement agreements while addressing complex audit issues related to sales and use tax or various special tax or fee liabilities.

Responsibilities
Represent Settlement in negotiating settlements of civil tax matters in dispute that are in the administrative appeals process
Analyze disputed matters and evaluate the strengths and weaknesses of the parties’ positions in light of pertinent facts and authorities
Consider litigation risks and costs in conjunction with a lead attorney and lead auditor (BTS III) to determine reasonable settlement parameters
Conduct settlement conferences with taxpayers and feepayers and their authorized representatives and negotiate settlements in the best interests of the State
Prepare binding settlement agreements and draft detailed memoranda that explains the strengths and weaknesses of the parties' positions, litigation risks and costs, and provides the justification as to why the settlement is reasonable and, in the State’s, best interest
Track settlements through the approval process and address any questions that the executive management or attorney general may have during this process
Act as trainer of other staff, review documents prepared by other staff, assist attorneys concerning audit issues, serve as Settlement’s representative on projects and teams involving other divisions and departments, participate in development of policies, and perform analytical assignments
Qualification
Required

Position requires employees to be fingerprinted and successfully pass a background investigation
Have a permanent civil service appointment with CDTFA, or
Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991
Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application
