Contracts and Grants Specialist

The Contracts and Grants Specialist will oversee fiscal administration for grant accounts, provide financial oversight, and ensure compliance with regulations while acting as the primary liaison with the Office for Research Administration.

Responsibilities
Maintains effective communication with departmental leadership by coordinating regularly with the PBS Director of Finance and providing grant-related updates to the department chair
Oversees fiscal administration for all grant accounts, including acting as primary delegate approver across university financial systems and supporting hiring, purchasing, travel, and related grant-funded transactions
Provides financial oversight and guidance to faculty and staff, including monthly reporting, expenditure analysis, correction of discrepancies, and advising on allowability of costs
Manages comprehensive post-award activities, such as subcontract budget preparation, cost-share monitoring, effort reporting, and facilitation of ORA administrative processes
Serves as the primary liaison with the Office for Research Administration, ensuring compliance, communicating policy or sponsor changes, and maintaining grant-related resources such as the PBS grants webpage
Provides financial monitoring and analysis of contracts and grants to ensure expenses are being paid according to contract
Consults on and completes pre-award applications and participates in contract closeouts
Performs post-award accounting of grants
Interprets regulations and guidelines of program funding for standard grants and prepares reports for grant agencies
Evaluates contract compliance and advises others on contractual rights and obligations
Prepares bids or proposals; negotiates contract terms and participates in the determination of acceptable bids
Ensures compliance with sponsor terms, university policy/procedures and federal regulations
Qualification
Required
Bachelor's degree in relevant field (or equivalent)
Proficient communication skills
Maintains a high degree of professionalism
Demonstrates time management and priority setting skills
Demonstrates a high commitment to quality
Possesses flexibility to work in a fast paced, dynamic environment
Seeks to acquire knowledge in area of specialty
Highly thorough and dependable
Demonstrates a high level of accuracy, even under pressure
Preferred
Some relevant experience
Experience using IU systems like: Kuali Financial System, Chrome River, HRMS, GMT, IU internal reporting systems
