Director, Operations Division, Palm Tran

Palm Beach County is seeking a highly experienced Director to lead its Fixed Route Division at Palm Tran. The Director, Operations is responsible for all operational activities of the Fixed Route Bus System, ensuring performance management, ADA compliance, and exemplary customer service while managing a division of approximately 300 employees.

Responsibilities

Lead all operational activities of the Fixed Route Bus System including Fixed Route Buses, Field Operations, Operations Dispatch and the Fixed Route Radio Communications Center
Monitor resource allocation and productivity of fixed route services; organizational planning and programming activities
Model and hold staff accountable for exemplary customer service through open communication, employee participation, and professional development
Assist in the development and implementation of bus training programs to meet agency goals
Identify and implement continuous improvement opportunities and customer satisfaction opportunities
Develop labor contract provisions and participate in labor contract negotiations
Develop, monitor, and administer a $70M annual operating budget
Direct ADA compliance activities associated with complaints, statistical analyses, and committee involvement, to ensure compliance with applicable contracts
Respond to the general public regarding questions, complaints or requests

Required

Bachelor's Degree in Transportation Management, Transportation Planning, Business/Public Administration, or closely related field and a minimum of five (5) years of transit operations management experience in mid- to large-scale transit for a public or private transit system, which includes two (2) years of experience in managing union and non-union personnel
An unrelated Bachelor's Degree and a minimum of seven (7) years of transit operations management experience in mid- to large-scale transit for a public or private transit system, which includes two (2) years of experience in managing union and non-union personnel
An Associate's Degree in Transportation Management, Transportation Planning, Business/Public Administration, or closely related field and a minimum of seven (7) years of transit operations management experience in mid- to large-scale transit for a public or private transit system, which includes two (2) years of experience in managing union and non-union personnel
Graduation from high school or an equivalent recognized certification and a minimum of nine (9) years of transit operations management experience in mid- to large-scale transit for a public or private transit system, which includes two (2) years of experience in managing union and non-union personnel
Valid Florida Driver's License and PBC Risk Management Department driving history approval prior to appointment

Preferred

Experience working in municipal or regional transit systems is preferred
