Manager I (Software Development Manager)

Responsibilities
Formulating and implementing software development strategies
Developing and managing contracts, budgets, and procurements; hiring, training, and mentoring staff
Creating and implementing/improving operational support processes
Creating and sustaining meaningful and positive customer interactions
Receives and collaborates to prioritize requests for computer applications development and directs the development and implementation processes
Continually analyzes the agile software development process to continual improve efficiency and reduce re-work
Develops and implements goals, objectives, policies, procedures, and work standards for the Managed Software Development section
Resolves service complaints received from user departments and implements corrective action with staff; monitors operating condition of Air District's information systems to assure efficiency
Organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects and trains staff and provides for their technical and professional development
Confers with District management regarding information systems services requested and delivered; develops long and short-range plans, including hardware and software upgrades
Conducts or directs the conduct of analytical studies; develops and reviews reports of findings, alternatives and recommendations; prepares a variety of periodic and special reports regarding department activities
Coordinates and directs the preparation of requests for proposal and contracts for technology services; orders and approves payment for computer equipment and/or services
Monitors developments and legislation related to information systems matters; evaluates their impact upon District operations and recommends and implements equipment, policy and procedural improvements
Directs the maintenance of and maintains accurate records; prepares clear and concise reports, correspondence and other written materials
Analyzes issues, prepares and presents reports and recommendations regarding technical and policy issues to the Board and various committees and other groups
Analyzes and reviews local, state, and federal legislation to determine its impact on the Air District
Responds to requests for public information regarding the Air District's policies, procedures, and operations
Represents the Air District and assists management as assigned
Performs other related duties as assigned
Qualification
Required
Bachelor's degree from an accredited college or university in a job-related field
Four years of professional level work experience of which at least two years at a lead level managing projects
Thorough understanding of project management
Expertise in agile software development principles and best practices
Ability to manage multiple complex software development efforts simultaneously
Experience in overseeing the full software development lifecycle, including requirements gathering, design, development, testing, deployment, and maintenance of software applications
Experience in managing software development projects and ensuring adherence to best practices and industry standards
Experience in implementing efficient testing and DevOps processes
Experience in code quality assurance, version control, continuous integration/continuous deployment (CI/CD)
Ability to formulate and implement software development strategies
Experience in developing and managing contracts, budgets, and procurements
Experience in hiring, training, and mentoring staff
Ability to create and implement/improve operational support processes
Ability to create and sustain meaningful and positive customer interactions
