Planner- Community Development
City of Prescott is seeking a Planner for their Community Development department. The role involves reviewing building permits, planning applications, and providing recommendations to developers and the public while preparing technical reports and presentations for various stakeholders.

Responsibilities
Analyzes and processes rezoning requests, preliminary and final plats, commercial and residential site plans, development agreements, permits, variances, conditional uses, temporary use permits, historic preservation, and other private development processes as required
Performs building permit and planning application reviews
Researches planning issues and prepares recommendations
Answers planning questions from citizens, developers, and other interested parties
Confers with and advises architects, builders, attorneys, contractors, engineers, and the public on the City of Prescott's General Plan and/or specific plans, development regulations, and policies
Designs and prepares illustrative, graphic, and narrative presentation materials for public hearings and meetings; makes presentations; and gives public speeches
Utilizes the City's mapping programs; collects, records, analyzes and maintains statistical and demographic databases
Retrieves, utilizes, inputs, and manages data within the project/permitting/plan review modules of established Department software
Prepares and presents technical staff reports for the Planning Commission, City Council, and other boards, commissions, and citizen committees
Reviews or helps draft changes to zoning ordinances, subdivision regulations, and general and neighborhood plans
Participates in public meetings and public hearings; makes presentations to elected officials, appointed boards/commissions, staff, and public
Performs other duties as assigned
Qualification
Required
Bachelor's Degree in Urban or Regional Planning, Geography, or related field; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position
Possess and maintain a valid Arizona driver's license
Knowledge of federal, state, and City of Prescott rules, regulations, policies, principles, practices, procedures, codes, and ordinances related to municipal/regional land use planning
Knowledge of municipal infrastructure, building, site design, research methodology, statistical techniques, and data base applications utilized in planning
Skill in identifying and coordinating current planning issues with other departments, agencies, developers, consultants, citizen groups, and general public
Skill in efficiently organizing tasks, allocating resources, and training staff assigned to planning projects
Skill in performing research and making independent investigations and recommendations on complex planning problems
Skill in analyzing and compiling technical and statistical data for reports
Skill in communicating, both verbally and in writing, for individuals and groups
Skill in utilizing public relations techniques in responding to inquiries and complaints
Skill in using established Department software programs for the processing of planning, permitting, and plan review elements of Community Development applications
Ability to establish and maintain effective working relationships with state/federal/local officials, architects, developers, attorneys, contractors, engineers, elected officials, City residents, and City staff
Preferred
Master's degree in Urban or Regional Planning, Geography, or related field
