Technical Advisor Manager (GLPM2)

Oregon Housing and Community Services (OHCS) is looking for a self-directed, goal-oriented leader to manage the Technical Advisor team, ensuring technical support for developers in the Oregon Centralized Application funding process. The role involves establishing relationships with developers, providing technical advice, and promoting collaboration with various stakeholders to support successful housing development in Oregon.

Responsibilities

Serve as the manager of the Technical Advisor (TA) team to ensure that technical support is available to developers in the critical stages of the Oregon Centralized Application (ORCA) funding process to develop new multifamily rental homes, acquire and rehabilitate existing rental units, and preserve existing subsidized multifamily rental housing
Establish relationships with OHCS/ARH developers, track projects in the pre-closing stages of development, and provide technical advice and consultation about OHCS/ARH programs and production that support developer decision making in the funding and construction
Work collaboratively with other ARH teams on project issue resolution and communication and provide developer insight in program and process planning and implementation
Respond and represent the Division and OHCS with external stakeholders and partners, internal requests, nonprofit, for-profit and governmental entities related to programs, processes and other inquiries
Provide leadership, strategic and collaborative internal and external approaches to advising developers, community organizations, jurisdictions, for successful housing development and management in Oregon’s diverse communities
Actively and tactically connect the team to key areas of work for assistance, identify opportunities to engage with community groups and other contributing systems to housing
Promote a collaborative spirit within the team and with OHCS customers and stakeholders

Required

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field

Preferred

Working knowledge and insight into affordable housing planning, development, financing from a developer's perspective and from OHCS's funding processes of OHCS
Knowledge and awareness of housing needs, key institutions, and organizations leading and supporting affordable housing development throughout Oregon
The ability to promote a collaborative spirit within the team and with OHCS customers and stakeholders
Leadership skills to provide strategic and collaborative internal and external approaches to advising developers, community organizations, and jurisdictions
Experience in building relationships with diverse housing developers and tracking project development cycles and stages
Technical advisory and consultation skills related to OHCS programs and production to support developer decision-making
Experience promoting diversity, equity, and inclusion principles and practices in the workplace
