UAS Program Support & Financial Analyst
VLinc Corporation is seeking a highly analytical and experienced Senior Subject Matter Expert (SME) to support the U.S. Coast Guard's Unmanned Aircraft Systems (UAS) Program Office. This role combines strategic program support with advanced financial planning and analysis, focusing on developing financial strategies and ensuring accurate reporting in alignment with federal financial policies.

Responsibilities
Develop and implement strategic plans and long-term financial resource allocation strategies for the UAS program
Create and manage detailed budgets, forecasts, and lifecycle cost estimates to support acquisition and sustainment decisions
Lead the development and defense of Resource Proposals (RPs) for DHS, OMB, and Congressional review
Conduct in-depth financial analysis, including risk, cost, and schedule assessments to inform program leadership decisions
Support Procurement, Construction, and Improvement (PC&I) and Operations & Support (O&S) funding streams
Generate and maintain Independent Government Cost Estimates (IGCEs), financial dashboards, and reporting tools
Utilize federal financial management systems and tools such as the Financial Resource Management Manual (FRMM) to track expenditures and allocations
Collaborate closely with UAS program managers, acquisition staff, and DHS financial stakeholders to ensure timely and compliant submissions
Qualification
Required
Bachelor's degree in Finance, Business Administration, Economics, or a related field
Minimum of 10 years of experience in financial planning and analysis for federal programs, including budget formulation and execution
Strong understanding of DHS and USCG budgeting processes and Resource Proposal development
Demonstrated ability to create IGCEs, cost models, and lifecycle financial strategies
Proficiency in MS Excel (including pivot tables and advanced data tools), Word, and PowerPoint
Strong written and verbal communication skills, including experience preparing materials for senior leadership and Congressional stakeholders
Preferred
Master's degree in Public Finance, Economics, Program Management, or a related discipline
Prior experience supporting DHS aviation or UAS programs
Knowledge of USCG acquisition lifecycle and experience with capital investment justifications
Certification such as CGFM (Certified Government Financial Manager) or PMP is a plus
