SBDC Finance Director.
The State of Colorado is seeking an SBDC Finance Director to oversee financial, compliance, and procurement management for the Colorado SBDC Network. The role involves managing budgets, ensuring compliance with state and federal regulations, and providing guidance to support small businesses in achieving their goals.

Responsibilities
Work closely with SBDC State Director, and other Lead Center and Network personnel, on strategic direction, funding requirements, and operational challenges of the SBDC Network
Collaborate with SBDC State Director on host relationship management, risk assessments, new contract development, reporting, and compliance (audits) for the SBDC Network
Represent the Colorado SBDC Network as Acting Associate/Assistant State Director when the position is vacant, based on appointment by the SBDC State Director
As needed, act as fiscal and compliance manager of SBDC Service Centers during host organization transitions, including when Service Centers are temporarily hosted by OEDIT
Supervise financial, compliance, and procurement personnel at the Lead Center (e.g., SBDC Fiscal Manager, Financial Specialist) hired to support the SBDC Lead Center and Network operations
Supervise financial, compliance, and procurement personnel of SBDC Service Centers that are temporarily hosted by OEDIT during host organization transitions
Develop and maintain productive, healthy relationships with OEDIT Accounting, Procurement, and Operations personnel; state and federal awarding agency personnel; SBDC Lead Center team members; SBDC Service Center directors and staff members; SBDC Service Center host organization personnel; and other personnel who regularly interact with and/or support the SBDC operations
Participate in Finance Committees, Professional Development Training, and similar activities offered through America’s SBDC as well as represent the Colorado SBDC Network during networking activities to maintain SBDC “institutional knowledge”
Act as financial/compliance point of contact (POC) for all awarding and/or oversight agencies, such as the SBA, U.S. Department of the Treasury (UST), and Colorado Office of the State Controller (OSC), in partnership with the OEDIT Accounting personnel
Monitor future grant opportunities that the SBDC Network could apply for and collaborate with the State Director, OEDIT, and SBDC Service Centers to research and seek additional funding streams (e.g., local, state, federal, philanthropic, and corporate entities) to add into the Network
Offer program planning, financial, and compliance guidance when new programming is activated through the SBDC Network
Manage $4.5 million budget of SBA SBDC Program executed through the Colorado SBDC Network (Lead Center and 14 Service Centers)
Manage $5.75 million budget of UST American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) executed through the SBDC Network
Manage $2.4 million budget of UST State Small Business Credit Initiative (SSBCI) Technical Assistance Program executed through the Colorado SBDC Network
Manage other private, local, state, and federal funded programs (irregular and one-time programs) executed through the Colorado SBDC Network
Manage $5 million of annual State interagency agreements (IAAs), contracts, SBDC Service Center agreements, and other procurements
Manage financial reporting, including quarterly and annual reports, to the UST, SBA, Colorado OSC, and other agencies in partnership with State Accounting personnel
Collaborate with the State Director, Lead Center team members, and 14 Service Center directors and staff to submit timely, accurate, and complete reporting/applications to the SBA, UST, OSC, and other agencies, including annual proposals and modifications, performance data, and performance narrative reports
Collaborate with OEDIT Accounting personnel for monthly and/or quarterly UST ARPA/SLFRF reporting to State representatives
Manage all active procurements (e.g., agreements, task orders), upcoming procurement submissions, financial reporting (e.g., reimbursement requests, UST ARPA/SLFRF reimbursement requests), and status reporting
Conduct budgetary/accounting reconciliations of all fund sources executed through the SBDC Network, including forensic-type investigations as needed
Create revenue models and financial forecasting/tracking for programming the Network advances
Create efficient reporting processes and systems in partnership with the SBDC Lead Center and Service Center teams
Delegate budget and fiscal management responsibilities to lead center team members, as appropriate, and review deliverables for completion and accuracy
Manage Colorado SBDC Network response to internal and external audit requests and financial examinations, including Federal examinations (e.g., SBA, UST) and State reviews
Collaborate with OEDIT Accounting personnel to submit quarterly reimbursement requests to external agencies (e.g., SBA) and track reimbursement request payments to ensure funds are received
Conduct SBDC Network financial reviews at SBDC Service Centers to ensure compliance with State and Federal guidelines/regulations, including UST ARPA/SLFRF requirements
Monitor changes to Federal and State guidelines/regulations to ensure SBDC Network remains in compliance with standards, including UST ARPA/SLFRF requirements
Develop and support core accounting and fiscal management processes for the SBDC Network
Develop, update, and present fiscal management and compliance training for the SBDC Network based on applicable State and Federal guidelines/regulations and best practices, including UST ARPA/SLFRF program requirements
Develop and update training resources, templates, tools, etc. on applicable topics for SBDC Service Center Directors and their teams, including UST ARPA/SLFRF program requirements
Monitor all procurements and payments for the SBDC Network and work with SBDC Lead Center and OEDIT Procurement and Accounting personnel to properly close out all expired agreements as well as reconcile encumbrances and payments to budgets
Develop and maintain transparency into financial position of the SBDC Network and regularly report financial status to State Director, OEDIT, State agencies, and Federal agencies (e.g., SBA)
Collaborate with colleagues to advance continuous improvement in systems and processes
Track all expenditures and update fiscal reporting to ensure spending remains within budget/spending limits
Conduct periodic risk assessments and use findings to continuously develop process management improvement
SBDC and Federal grant application development and management
Grant writing for Federal grants on an annual or semi-annual basis to maintain and expand the offerings in Colorado
Grant compliance and monitoring of the Network
Training of SBDC Service Center directors and staff on grant management and compliance
Proposal, statement of work, and contract development
Manage SBDC Service Center purchase orders, contracts, and budgets
Creates tools, trainings, and resources for SBDC Service Center directors and staff members on budget planning and management
Quarterly financial analysis by SBDC Service Center
Federal reporting and carryover requests
Works with Lead Center team to create efficient reporting processes and systems for reporting
Qualification
Required
Bachelor's degree in Business Administration, Economics, Finance, Accounting or other relevant fields of study
10 years of professional experience in federal grant development, management and compliance
Extensive knowledge and demonstrated skills in accounting, finance, budgeting, forecasting, and reconciliations, preferably of Federal grant funds; Described as a subject matter expert (SME)
Grant Management including grant writing, application submissions, reporting, and compliance
Ability to manage and maintain all financial reporting deliverables to the UST and SBA from the Colorado SBDC Network to the highest quality and consistency
Ability to meet and keep deadlines
Strong oral and written communication skills that include demonstrated ability to write and edit reports
Ability to work well with others. Has a passion to teach and guide others on how to comply and master the requirements of the Networks Quarterly and Annual Reporting processes
Ability to offer periodic updates to management on the fiscal health and well-being of the SBDC Network
Excellent skills to ensure production of high-quality work within budget and time constraints
Excellent written, verbal, interpersonal communication, and leadership skills, including attentive listening skills and ability to think quickly and respond appropriately
Excellent skills to advise and consult the management team on fiscal monitoring and compliance
Has an eye for detail, in both written and financial documents creation
Assists management in navigating state and federal compliance requirements
Ability to periodically travel to meet with SBDC Center Directors at their locations across the state
Preferred
Master's degree in Business Administration, Economics, Finance, Accounting or other relevant fields of study
Federal or state grant administration
Accounting (including forensic accounting), finance, fiscal management and compliance
Previous government or large institution employment
Previous work with the U.S. Small Business Administration and other federal agencies
