The New York State Workers' Compensation Board is seeking a Business Systems Analyst 1 to work within the Continuous Improvement Unit. This role involves coordinating business process improvement initiatives and developing process models to enhance agency functions.

Responsibilities

Coordinate, facilitate and assist with agency business process improvement initiatives, evaluating both the efficiency and effectiveness of internal and external stakeholder processes
Develop process models to support agency functions and develop supporting written narrative procedures, as well as communicate business and system process changes
Evaluate performance data to preemptively identify agency business or technical process improvement opportunities
Perform and assist in eliciting, describing and maintaining requirements in comprehensive written documents
Participate in implementation functions not limited to test scenario development, test script writing and development/adjustment, system testing, and lead user acceptance testing

Candidates must be reachable on the appropriate Civil Service eligible list
Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 52.6 of the Civil Service Law
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination
Candidates may be required to serve a 2-year traineeship that leads to the SG-18 position
Four years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders

An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered
