Human Resources Manager (on-site)
Royal ReFresh is looking for an HR Manager to be part of their exciting growth. The HR Manager will be responsible for supporting management and employees in various aspects of human resources, including recruitment, compliance, payroll, and employee relations.

Responsibilities
Assist in recruiting, interviewing, and onboarding processes
Develop job descriptions, post openings, screen applicants and schedule interviews
Manage new employee orientation and onboarding programs
Manage the onboarding and offboarding processes, ensuring all necessary documentation is completed and accurately filed
Ensure the company complies with all federal, state, and local employment laws (with a focus on Oregon labor laws)
Maintain employee records in compliance with company policies and legal regulations
Manage compliance with internal policies and external regulations (EEO, ADA, FMLA, OFLA, Oregon Paid Leave, etc.)
Works with leadership to develop, interpret, implement, and maintain the Company's personnel policies and procedures in accordance with federal, state and local laws and regulations
Oversee and process bi-weekly payroll for all employees, ensuring accuracy and compliance with wage and hour laws
Address payroll-related inquiries and discrepancies, ensuring timely resolution
Maintain and update employee payroll records, including time-off balances, garnishments, deductions, etc
Promptly and accurately processes all employment verifications unemployment claims
Develop and manage employee recognition and rewards programs to foster a positive and motivated work culture
Coordinate service awards, employee appreciation events, and other recognition initiatives
Investigate and resolve workplace issues, and provide mediation when necessary
Serve as a point of contact for employee concerns, fostering positive employee relations
Support the implementation of HR policies and practices
Administer employee benefit programs such as health insurance, retirement plans, and leave policies
Oversees benefits annual renewal/assessment process, change recommendations, open enrollment communication/administration and COBRA administration
Administers employee leaves such as OFLA and PLO ensuring paperwork is completed accurately and timely
Manage the workers’ compensation process, including handling claims, coordinating with insurance providers, and ensuring compliance with Oregon laws
Conduct accident investigations and follow up on safety improvements to prevent future incidents
Ensure timely filing of claims and assist employees in navigating the claims process
Monitor and maintain workplace safety standards, ensuring compliance with OSHA and Oregon state safety regulations
Conduct safety audits, training, and drills to promote a safe working environment
Participates as a member of the Safety Committee and works in conjunction with leadership to ensure necessary recommendations are implemented
Assist in performance review cycles and provide support on employee development plans
Provide guidance on disciplinary actions and terminations, ensuring proper documentation and process adherence
Supports and coaches leaders throughout all aspects of performance management including performance reviews / appraisals, corrective actions, counseling techniques, performance goals / plans, and information related to training
Organize and deliver training programs to employees on topics like company policies, professional development, and legal compliance
Collaborate with supervisors to create training programs for department and new hires
Perform other duties as assigned or requested
Qualification
Required
Bachelor's degree in Human Resources, Business Administration, or related field
4 + years of experience in a Human Resources role, preferably as an HR Generalist/Manager
Strong knowledge of HR policies, procedures, and employment law
Proficient in Excel, PowerPoint, and Word for data analysis and communication
Exceptional organizational skills to manage multiple projects and tasks simultaneously while maintaining high quality
Demonstrated ability to take initiative without close supervision, identify opportunities for process improvement, and implement effective solutions
Excellent interpersonal and communication skills
Demonstrated problem solving, critical thinking, and decision-making skills
Strong ethical conduct and confidentiality
Preferred
PHR (Professional in Human Resources) or SHRM-CP certification
