GIS Specialist III
The North Dakota Department of Water Resources is seeking a GIS Specialist III to serve as the GIS coordinator for the agency. The role involves overseeing GIS standards, providing technical support, and coordinating inter-agency GIS services and data dissemination.

Responsibilities
GIS Coordination: Liaison between the agency and outside agencies and entities to provide data, education, presentation, and direct services pertaining to the agency's GIS resources
GIS Technical Support: Provide education and recommendations on proper data history and development, advice on best practices for data usage, data development and analysis, trouble-shooting on GIS software, data conversion, and GIS presentation through map development
Map/Data Dissemination Services Development and Maintenance: Responsible for updating and the maintenance of data used within the General Historic Map and Aerial Photography, Survey, and LiDAR Dissemination Map Services
Survey Notes and Plats: Serve as the steward for the State's General Land Office Plats and survey notes of the Public Land Survey System used by local, state, and federal governments as well as the surveying community of North Dakota. This includes maintaining and upgrading the agency's map dissemination services, updating the data sets with new plats and survey notes, archival and library data inquiries, and technical support queries
LiDAR Data Coordination, Collection and Data Dissemination: Serve as a liaison between LiDAR contractors and funding sources to develop standards for data collection, selection of areal extents and areas of interest, and coordinating optimal collection times. Responsible for updates and maintenance of the agency's LiDAR data dissemination services, providing data and metadata for public and private use
Historic Maps and Aerial Photography Archiving and Dissemination: Provide coordination, development, and dissemination of over 500,000 historic aerial photos and maps. This includes geo-registration, storage organization, and presentation of these materials for support of operations within the agency and for the use of other local, state, and federal government agencies and the general public
Public Inquiries: Handle inquiries pertaining to map and data services and resources provided by the agency
Representative of the State Geospatial Council: Attend monthly coordination meetings with representatives from other state agencies to guide the state's GIS development and data dissemination efforts. Duties also include the direct responsibility of stewardship for the state's authoritative data pertaining to the state's water bodies and water courses, aquifer layers, water districts and regional water systems, the Public Land Survey System data, county and state boundaries, civil townships, elevation data, and soils GIS data layers
Qualification
Required
A Bachelor's Degree in Geography, Cartography, GIS, or a Geo-science with major coursework in GIS and cartography and five years of experience or an Associate's Degree in Geography or a Geo-science with major course work in GIS, cartography, and a GIS certificate, and seven years of experience
Ability to use GIS to apply knowledge and develop maps, information, and reporting that support decision-making
Advanced knowledge of contemporary GIS tools, practices and techniques
Highly detail-oriented with strong analytical, problem-solving, and decision-making abilities
Ability to foster exceptional relationships with a customer service mindset with internal and external, and technically and non-technically trained GIS users
Preferred
Proficient in the ESRI/ArcGIS suite of software, including, but not limited to ArcMap, ArcGIS Pro, and ArcGIS Online
Experience and working knowledge of open-source geospatial solutions including experience with MapServer, QGIS, PostGreSQL, GDAL or OpenLayers tools
Basic scripting/programming skills such as Python, VB, Arcade, UNIX Bash, and SQL queries
Basic understanding of surveying
Experience working in a multi-platform environment with Mac, Windows, and Linux
Ability to design, implement, and support field data collection workflows using mobile devices and GIS/GPS technologies
