Responsibilities
Serves as a developmental Budget Analyst supporting a complex, regional, multi-million-dollar program in Florida, including Civil Works, Continuing Authorities, Operations and Maintenance, Support for Others, and Disaster Preparedness and Response
Provides budget support to Project Managers and Project Delivery Teams under the guidance of Lead/Senior Budget Analysts or a Supervisor
Reviews, compiles, and summarizes historical and current budgetary data; assesses budget execution and prepares recurring reports comparing planned versus actual obligations and expenditures
Maintains funding records and reviews assigned projects for compliance with headquarters budget guidance; consolidates budget data by appropriation, Public Law, and Category-Class-Subclass (CCS)
Utilizes the Corps of Engineers Financial Management System (CEFMS) to enter data, prepare budget forms and reports, cross-check accuracy, and prepare special analyses and backup documentation
Processes Purchase Requests and Commitments (PR&Cs), evaluates fund availability, certifies funding, reviews billing documents, and coordinates with finance and program offices to resolve issues
Serves as a Budget Analyst for a complex, regional multi-million-dollar program. Program consists of Civil Works, Continuing Authorities, Operations and Maintenance - Support for Others, Disaster Preparedness and Response. Area of responsibility is the State of Florida
Serves as a Budget Analyst supporting Project Managers and Project Delivery Teams; coordinates budgeting activities for assigned programs and projects
Formulates annual and multi-year budget estimates and tracks allocations, obligations, and expenditures using the Corps of Engineers Financial Management System (CEFMS)
Prepares and amends Purchase Requests and Commitments (PR&Cs), Congressional Fact Sheet financials, PB3-FF updates, and establishes and manages annual office budgets within funding constraints
Reviews quarterly financial data (obligations, undelivered orders, commitments, and accruals) and prepares Mid-Year Reviews to assess funding adequacy
Interprets and applies budgetary guidance for administrative and program activities; analyzes funding trends and recommends adjustments, controls, or reprogramming actions as needed
Provides technical assistance, budget reports, and financial analyses to management; trains and guides lower-graded analysts and participates in continuous process improvement
