Proposal Development & Management Trainer

Language Artists Ink is seeking an experienced Proposal Development and Management Trainer to design and deliver an interactive, instructor-led workshop for government contracting staff. The role involves developing training materials and facilitating workshops that cover best practices and compliance for government proposals.

Responsibilities

Develop structured training materials, including:
Slide decks
Process workflows
Templates and checklists
Sample compliance matrices and proposal outlines
Align training content with federal acquisition regulations (FAR) and agency-specific practices
Conduct an in-person or virtual workshop-style presentation
Deliver instruction on end-to-end proposal development and management
Facilitate interactive discussions, exercises, and scenario-based learning
Answer participant questions and provide practical guidance
Provide recommendations for standard operating procedures (SOPs)
Deliver training materials for future internal use
Offer optional follow-up Q&A or coaching sessions
Core Training Topics (may include, but are not limited to)
Government contracting lifecycle and proposal phases
RFP/RFQ analysis (Sections L, M, C, and attachments)
Go/No-Go decision-making
Proposal planning and scheduling
Compliance matrices and requirement traceability
Proposal writing best practices and storytelling for government evaluators
Roles and responsibilities (capture, proposal management, SMEs, pricing, contracts)
Review processes (Pink Team, Red Team, Gold Team)
Version control and document management
Risk management and common proposal pitfalls
Best practices for proposal submission and post-submission activities
Lessons learned and continuous improvement
Training format: Workshop-style presentation (in-person or virtual)
Duration, Location, and Contract type will be subject to client requirements and the candidate’s preferences

Required

Minimum 7–10 years of hands-on experience in government proposal development and management
Demonstrated experience responding to federal, state, or local government solicitations
Proven track record of successful proposal wins (prime or subcontractor)
Strong working knowledge of: FAR and proposal-related regulations, RFP/RFQ structures and evaluation criteria, Proposal reviews and compliance requirements
Experience training or mentoring proposal teams in a professional setting
Excellent presentation, facilitation, and communication skills

Preferred

Prior experience serving as a Proposal Manager, Capture Manager, or Senior Proposal Consultant
Experience training cross-functional teams (technical, management, pricing, and contracts)
Familiarity with multiple agencies (e.g., DoD, DHS, HHS, civilian agencies)
Professional certifications such as: APMP (Association of Proposal Management Professionals), Shipley Associates certification
Experience developing proposal playbooks, SOPs, or training curricula
