Project Engineer, Advisor
ENGIE North America Inc. is seeking a Project Engineer – Development (Engineering Advisor) to serve as the technical authority within the ENGIE Capital Projects team at Georgetown University. This role involves ensuring engineering rigor and constructability in projects, evaluating engineering studies, and developing technical scopes while supporting the partnership with Georgetown University to enhance campus utility systems.

Responsibilities
Serve as the technical authority for utility and infrastructure project development
Review and develop design criteria, feasibility studies, and conceptual layouts for energy and utility systems
Evaluate technical assumptions, cost and schedule inputs, and constructability during project scoping
Develop and maintain engineering design standards and technical guidelines in alignment with ENGIE and University requirements
Develop conceptual designs for power, heating, and cooling including major equipment selection and budgetary capital cost estimates
Analyze thermal and electric loads for customers based on historical data, future load projections and potential energy conservation measures
Perform process and performance assessment (i.e. equipment and pipe sizing) of district heating and cooling systems, from production (Combined Heat and Power (CHP), boiler and chiller plants), through distribution to energy transfer stations (ETS) at local end-users
Collaborate with Development Advisors and Project Managers to prepare technically sound scopes for approval
Review thermal and electrical load analyses, modeling results, and system optimization studies
Support RFP preparation and technical evaluation of design and construction proposals
Provide engineering assurance on risk, safety, and operational integration for new projects
Coordinate with Delivery teams during design, commissioning, and startup phases to ensure consistency and performance
Identify opportunities for innovation, sustainability, and cost efficiency in system design
Qualification
Required
Bachelor's degree in Mechanical Engineering
Minimum seven (7) years of experience in utility systems, energy infrastructure, or large-scale capital projects
Strong understanding of system design, codes, standards, and best practices for campus or industrial utilities
Experience with feasibility and front-end engineering design (FEED/FEL) studies
Proficiency with design tools (AutoCAD, Revit) and modeling software (e.g., KYpipe or similar)
Excellent analytical, problem-solving, and communication skills
Experience reviewing design submittals, change orders, and RFId
Familiarity with Public-Private Partnership (P3) or long-term concession environments
Demonstrated ability to ensure design constructability, safety, and lifecycle performance
Preferred
Professional Engineer (PE) license or eligibility strongly preferred
