Level II Analyst, Program Cost Controls

Responsibilities

Establish and maintain the overall baseline that is compliant with the program instruction, internal EVM policy and RTN EVMS Process Description 10255
Provide consistently thorough cost and schedule analysis
Prepare finance charts for Program Management Reviews, monthly operating reviews, financial overviews and other reporting activities as required
Support business manager in development of quarterly Estimates at Complete
Prepare manpower reports to support program staffing demand reviews, including working with cross functional leads to identify gaps and plans to closure
Coordinate preparation and delivery of all financial CDRLs

Required

Typically requires a Bachelor's and a minimum of 2 years prior relevant experience, or an Advanced Degree in a related field
Experience with Earned Value Management System (EVMS), Program Controls (Cost/Schedule), and/or Estimate at Completion (EAC) Process
Experience using tools like APEX EV Tools, PMX, C-CERT, and SharePoint

Preferred

Experience generating CDRLs (CDSR, CWBS, IPMR, CFSR) deliverable under DFARs Clause
Earned Value Certification
EVMS audit/surveillance experience
Experience with DFARs clause & reporting requirements
SAP APEX EV & PMX and Edit+ Experience
SAP accounting system & Standard Analysis for Office reports experience (AO Reporting Tools)
Proficient with Microsoft suite of tools (Excel, Power Point, Word)
Must be independent and self-motivated
Demonstrated ability to meet critical deadlines
Proactive with demonstrated ability to creatively problem solve
Working knowledge of Raytheon financial and accounting policies and procedures
Excellent analytical and problem-solving skills with the ability to multitask effectively in a fast paced work environment
Excellent verbal and written communication skills
Ability to obtain a DoD secret security clearance
