ASSISTANT COUNTY ENGINEER

NEOGOV is seeking an Assistant County Engineer to manage and oversee Glynn County infrastructure projects. The role involves directing staff, ensuring compliance with regulations, and providing technical project management services to the Board of Commissioners.

Responsibilities

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise
Ensures division compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations
Consults with County Engineer and other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; assists management team with assigned projects and tasks; coordinates with consulting engineers as appropriate
Provides technical project management services to the Glynn County Board of Commissioners on all aspects of Glynn County’s Capital Projects, CIP program, SPLOST projects and SPLOST program
Advises the Board of Commissioners and County Manager on matters pertaining to existing and future capital projects and makes recommendations to the Board of Commissioners and County Manager regarding improvements, modifications, design strategies, structural systems, and other aspects of project development to ensure that capital projects are completed within approved budgets and schedules
Coordinates and participates in the design of capital projects; develops specifications, plans, and cost estimates for existing and proposed future capital projects; assists in the development and preparation of Invitation for Bids (IFBs) and Requests for Proposal (RFPs) for engineering, design, construction, and other related services for capital projects; and ensures that capital projects are designed, bid, and completed in conformance with County goals and objectives and in accordance with applicable laws, codes, and ordinances
Coordinates the bidding and contracting process with outside contractors and vendors and conducts pre-bid and pre- construction meetings for capital projects; participates in and oversees negotiations for scope of services and fees for professional services agreements; and makes recommendations regarding the selection of contractors and vendors and the awarding of contracts for capital projects, consistent with applicable law, ordinances, and policies
Solicits quotes for projects and prepares project budgets
Assists with preparation of division budget; monitors expenditures to ensure compliance with approved budget
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, computer-aided design (CAD), mapping, presentation, email, Internet, or other computer programs
Manages, supervises, and oversees capital projects during design and/or construction phases and monitors adherence to project schedules; conducts site inspections of capital construction projects; conducts and attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiate the appropriate solutions; prepares, reviews, processes, and makes recommendations regarding change orders for changes to contracted scope of work
Coordinates, oversees, and participates in the negotiation and acquisition of property, easements, and rights-of-way needed to complete capital projects
Participates in public meetings related to proposed projects; prepares and performs press releases related to both proposed and on-going projects; meets with citizens to resolve complaints and concerns regarding projects; handles open records requests related to projects
Makes recommendations for capital projects and other related improvements that impact the budget; prepares and develops project descriptions and cost estimates for proposed projects to be included in future Capital Improvement Plans and SPLOST issues; assists with the preparation of grant applications in connection with capital projects; and assists with the creation of a five year Capital Improvement Plan (CIP)
Creates and periodically presents project reports and updates to the Board of Commissioners regarding the status of projects
Prepares or completes various forms, reports, correspondence, budget documents, purchase orders, invoices, project status reports, work requests, policies, procedures, performance evaluations, presentations, or other documents
Receives various forms, reports, correspondence, revenue/expenditure reports, purchase orders, invoices, time sheets, position control reports, work orders, work request status reports, drainage requests, contracts, bids, engineering drawings, maps, policies, procedures, emergency plans, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate
Performs basic maintenance of the computer system and office equipment, such as backing up data or replacing paper, ink, or toner
Communicates with county officials, other departments, employees, state/federal agencies, contractors, utility companies, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction
Attends meetings, serves on committees, and makes presentations as needed
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate
Provides information and technical assistance concerning division projects, traffic and drainage issues, and other issues; responds to questions, concerns, or complaints; investigates problems/complaints and initiates problem resolution
Provides engineering and technical assistance to other county departments and divisions
Coordinates and conducts long term planning to ensure the ability of the county’s of transportation and drainage systems to handle future growth
Reviews and approves engineering submittals; reviews development plans for compliance with all county guidelines; perform / review in-house designs
Assists engineers in providing sound transportation and drainage infrastructure for the public; assists in coordinating activities to conduct needed system repairs without interruption to existing systems
Prepares cost estimates and project timelines for special projects; assists in designing special county projects
Assists with the creation and management of infrastructure assessment project; develops and establishes processes and procedures to map the county’s infrastructure system
Solicits quotes for projects and prepares project budgets
Assists with preparation of division budget; monitors expenditures to ensure compliance with approved budget
