Responsibilities

Formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered
Specifically working on the Minnesota State Emergency Communication Network to a new platform that supports both voice and data access
Working on several complex projects advancing in parallel, each involving multiple stakeholders and vendors

Required

This position requires a minimum of five (5) years of experience in performing IT project management functions
Experience must include: 911 industry experience
Knowledge of project procurement management: procurement planning, solicitation planning, solicitation, source selection, contract administration, and contract closeout
Knowledge of project risk management: Risk management planning, risk identification, qualitative risk analysis, quantitative risk analysis, risk response planning and risk monitoring and control
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months

Preferred

Experience working with E911/NG911 networks
Knowledge of Public Safety Answering Point (PSAP) operations and the technology solutions used within, such as Call Handling Equipment, Computer Aided Dispatch, Digital Logging Recorder, etc
Knowledge of project procurement management: procurement planning, solicitation planning, solicitation, source selection, contract administration, and contract closeout
Experience or expertise in contemporary technologies; including - voice, data and video telecommunications technologies and trends for WANs, LANs, MANs, protocols, network design and operations, bandwidth, protocols, applications, software development languages, SDLCs, software patterns, business areas & processes, etc
Excellent problem solving skills and be self-motivated, independent, creative, innovative and persistent in order to identify, analyze, diagnose and resolve problems, which arise
