Responsibilities

Land Acquisition / Purchase & Sale Agreements (PSA’s)
Provide exhibits and support information for PSA’s as required
Establish and track PSA deadlines and obligations
Notify internal stakeholders of impending deadline, assist with exercising, preparing, or negotiating extensions as necessary
Work with Managing Director (MD) and Design Manager (DM) to establish Site Fit Plans
Work with MD and DM to identify current zoning requirements and re-zoning approval process if needed
Work with MD to identify any incentive requirements
Work with MD to identify any licensure requirements
Assist and participate in community outreach, meetings, etc. as identified or required
Work with DM to identify Development Plan Approval Process
Work with DM to identify all Approvals Process
Create and maintain Development Schedule
Order title commitment, and ALTA Survey (Boundary and Topo Surveys when appropriate)
Review Title Commitment and ALTA Survey, facilitate further review by consultants, internal stakeholders, and legal counsel
Assist MD with Market Study as needed
Identify Due Diligence Services needed and obtain proposals
Order Due Diligence Services as approved by MD(s)
Research and identify all permit and impact fees
Organize, schedule, and attend pre-application meetings with municipal planning, development, and permitting officials. Identify and confirm all application and approval requirements, deadlines, etc
Assist MD and DM with licensure and incentive applications as needed
Review and analyze all due diligence information, identify stakeholders ASAP if any detrimental issues are encountered
Work with CFO, DM, and Construction with establishing, inputting, and maintaining soft and hard cost budgets for proforma
Work with DM, CFO, and Construction to establish timeline for confirming hard costs and update of proforma for solicitation of debt and equity. Enter timeline into Development Schedule
Monitor soft and hard cost budgets during development up to closing
Establish and maintain Pre-Development and Design Budget, track and report spend through closing
Manage and maintain Development budget, including both soft and hard costs after closing during the duration of the project construction and close-out
Gather and provide all Due Diligence documents and coordinate transfer to Lender and Equity upon direction from CFO
Assist MD and DM with Re-zoning and Development Plan approvals as necessary. Complete or assist with applications, tracks timelines, attend meetings and perform other tasks as necessary for the re-zoning and Development Plan approval efforts
Work with DM to obtain Design Consultant proposals as well as drafting, negotiating, and finalizing Design Agreements & Contracts. Obtain certificates of insurance from all Design Consultants
Establish and enforce Design Schedules and deliverables from DM and internal stakeholders as well as 3rd Party Consultants
Work with DM during the design process, attend Design Meetings. Create meeting records, action items and ensure tracking of action items
Work with DM to obtain all permits and approvals, delivered for Construction. Complete and submit all permit and utility applications, track timelines, attends meetings and performs other tasks as necessary for the re-zoning and Development Plan approval efforts
Work with DM to ensure design concepts are presented to MD’s and other stakeholders at appropriate times to avoid re-work of design
Work with DM and other internal and external stakeholders to ensure FF&E budget and finishes design and selections are established during the Design process
Work with DM to review design and establish QC reviews and meetings with Design Consultants and stakeholders to ensure design work quality and completion
Work with DM to make all permit applications, pursue approvals, review permit comments and deliver all permits and approvals for Construction Team
Work with Construction to establish an initial proforma budget
Work with Construction to establish pre-construction timeline for budgeting, updated pricing, (near) final subcontractor bidding and pricing
Work with Construction to provide and analyze all due diligence and other pertinent project information (i.e. approvals process, development obligations, etc.)
Engage and incorporate Construction team into Design and Development process. Design presentations, and QC reviews during the process
Ensure smooth transition between Development and Design process to the Construction Management Team (i.e. PM, superintendent)
Assist with exhibits for Construction Contract
Ensure all documents are transferred and received (i.e. latest drawings and specifications, permits and approvals, due diligence reports, finish boards, etc.)
Establish OAC schedule and participants
Introduce 3rd party Design Consultants to Construction team. Establish contact list and communication procedures. Establishes that the Construction Team is extension of the Development Team and Ownership Group
Identify 3rd Party GC Candidates
Identify GC bid schedule, create and issue RFP documents to send to GC Candidates. Engage Construction for guidance and assistance
Obtain GC bid proposals, review and analyze bids and create initial analysis. Circulate analysis to Design Manager, MD, Construction, and MD Ops
Collect stakeholders’ comments, establish lists of questions and create bid review meeting agenda(s)
Conduct bid review interviews along with all internal stakeholders
Obtain follow-up or best and final bids. Create final GC bid analysis and circulate for review
Award GC Contract, work with Construction to draft, issue, and negotiate 3rd party GC Contract. Issue LOI as needed while finalizing the Construction Contract
Establish OAC virtual and on-site meeting schedule and participants. Participates in meetings
Monitor correspondence and communications between internal stakeholders and 3rd party consultants. Monitor DM and other internal stakeholders to ensure that RFI’s, Submittals, and issues are being tracked and completed are resolved timely and with urgency
Reviews and monitors Construction Schedule
Facilitates the timely resolution of changes and Change Orders
Creates and maintains separate Owner Change Order Log. Coordinates with Construction Team PCO log through Procore. The Owner Change Order log is a separate log to allow tracking of all development-wide costs, where funds for Change Orders and overruns come from, track contingencies, etc
Reviews monthly draw requests in coordination with Owner Change Order Log
Receives Monthly Report (or other periods as applicable) from Construction Management Team
Edit and add development items to the Monthly Report and issues to Ownership and other stakeholders as applicable (i.e. Equity Investors, external partners, individual investors, Tenant/Operator, etc.)
Ensures that Owner / Tenant provided items and systems are incorporated into schedule, ordered and delivered timely
Coordinates with Owner / Tenant’s marketing team, works to provide project updates, photos, and other relevant correspondence. Coordinates timing and logistics for on-site sales and marketing needs, facilities, visits, etc. prior to completion
Works with Construction Management Team, DM, and others to establish punch list schedule and participates in punch list walkthroughs
Ensure that punch list and other closeout items are completed timely
Ensure that building operation is transferred from Construction Management Team to Tenant/Operator
Work with DM, Design Team, Tenant, and others on post construction licensing inspections and approvals
Establishes final copy, location, and completeness of all close-out documents. Centralize or know location of all documents so that they can be gathered for due-diligence reviews for re-financing, disposition / sale, etc
Order and obtain Development / Owner close-out documents such as final ALTA Survey, Certificate of Substantial Completion, final certifications, occupancy / licensing information, etc
Provide all close-out documents to the Lender for final draw requests
Documents and participates in Lessons Learned meeting, post project
