Utilities Resource & Portfolio Manager
The City of Aspen is seeking a Utilities Resource & Portfolio Manager to oversee energy and water collection systems while ensuring compliance with applicable standards. The role involves managing water and energy portfolio projects, advising on capital projects, and fostering a collaborative work environment.

Responsibilities
Oversees energy and water collection systems, including hydroelectric plants and raw water infrastructure, ensuring compliance with applicable standards and codes
Evaluates programs, infrastructure, and operations; prepares analyses, recommendations, and staff reports for leadership and City Council
Provides subject matter expertise for land planning and permitting, drought response, source water protection, supply forecasting, budgeting, and IWRP implementation
Leads teams to coordinate maintenance, repairs, emergency response, and capital or development-driven projects in collaboration with the Raw Water and Hydroelectric Supervisor
Manages water and energy portfolio projects, including scope, deliverables, data analysis, forecasting, reporting, and strategic planning
Mentors program managers, produces independent work, keeps the Director informed, and represents the Utilities Department with Ditch Boards as required
Responds to utility related citizen and media inquiries and proactively represents the department to elected officials, outside agencies and other departments. Provides Director with support and staff resources as requested
Attends and participates in water related meetings with Federal, State, and Local governments, Non-Profits, and other stakeholders
Advises on the design, construction, and start-up of raw water and hydroelectric capital projects; organizes staff to support data collection, project planning, scheduling, and coordination. Serves as project lead for operational-scale projects as assigned
Advises the Engineering Department on land use and development review projects affecting raw water systems, ditches, and Utilities standards compliance
In coordination with the Project Management team, oversees maintenance and capital improvement programs for raw water and hydroelectric systems, including engineering studies, long-range infrastructure planning, capital work programs, and resource allocation
Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development
Creates and fosters a collaborative working environment between functional work groups
Motivates employees to perform to the best of their abilities, provides timely employee job performance evaluation and feedback, and initiates recognition and disciplinary procedures where appropriate
Assists the Director in the development and implementation of departmental policies, goals, objectives, procedures, and priorities for water and power portfolios, hydroelectric systems, raw water and ditch systems
Works with management and staff to identify and develop raw water and hydroelectric specific standard operating procedures, practices and their implementation and review
Develops and administers budgets for raw water, hydroelectric, and Utilities GIS operations, including forecasting staffing, equipment, materials, and supply needs in coordination with supervisors and specialists
Contributes to the development of water and electric rates, fees, and charges in collaboration with the Utilities Business Manager and Utilities Director
Approves expenditures, implements budget adjustments, and manages financial controls
Coordinates with City staff to solicit proposals, execute vendor contracts, process requisitions and purchase orders, and review and approve contractor and vendor invoices

Qualification
Required
Bachelor's degree in engineering, hydrology, science, or a related field
Eight years of progressively responsible professional experience in utility operation, hydrology, water rights, water and power portfolio administration and management, or related experience
Five years of supervisory responsibility preferred
Equivalent combination of education and experience may be considered
Must be proficient with Microsoft Word, Excel, and Outlook (Email)
Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms
Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date
Must be a registered Professional Engineer (PE) in the state of Colorado or Professional Hydrologist, or be able to obtain licensure within six months of hire
Preferred
Experience with grant writing and Federal and State grant programs
Familiar with Federal Energy Regulatory Commission (FERC) processes and requirements
Proficient with GIS
Experience operating or managing hydroelectric generation facilities
Demonstrate the ability to manage a municipal water rights portfolio with discretion and sound judgment
Established relationships within the water industry, including federal and state agencies and NGOs (e.g., CRWCD, CWCB)
