Applications Systems Specialist I
The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, responsible for ensuring the health and well-being of North Carolinians. This position serves as an Application Systems Specialist, focusing on the design, development, and support of custom applications and system integrations to enhance clinical and operational workflows.

Responsibilities
Design, develop, implement, and provide ongoing support of custom applications and system integrations
Ensure that custom-built applications and interfaces support clinical and operational workflows, meet DHHS standards, and operate reliably and securely within the enterprise environment
Act as a technical expert for custom development efforts, data integrations, and interface workflows connecting DSOHF systems with Epic and other enterprise platforms
Contribute to enhancement planning, system documentation, change management processes, and the long-term modernization of legacy DSOHF systems
Qualification
Required
Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development
an equivalent combination of education and experience
Preferred
Proficiency in .NET (C#) application development and software engineering practices
Strong experience with Microsoft SQL Server, including query development, stored procedures, optimization, and schema design
Hands-on experience with HL7, interface mapping, and interface engines such as Mirth Connect
Understanding of healthcare interoperability standards (HL7 v2.x, FHIR, CCD, X12 preferred)
Experience analyzing complex workflows and translate business requirements into system logic
Strong troubleshooting skills for application, database, and interface issues
Knowledge of version control systems (e.g., Git), SDLC practices, and secure coding standards
Effective communication with technical and non-technical stakeholders
Experience managing multiple projects, meet deadlines, and work independently
