Responsibilities

Develops, defines and executes project plans, schedules, budgets and deliverables
Lead in the development of program planning and estimating for a complex Programs
Manages all aspects of planning multiple Program plans
Identifies needed resources for projects, defines and assigns major project roles
Monitors the product/program/project from initiation through delivery, interfacing with external customers or field-based employees on technical matters, as needed
Assigns and monitors work of project/program management staff, providing technical support and direction
Consult or negotiate with clients to prepare project specifications
Prepare budgets, bids, or contracts
Assess project feasibility by analyzing technology, resource needs, or market demand
Direct recruitment, placement, and evaluation of architecture or engineering project staff
Review, recommend, or approve contracts or cost estimates
Develop or implement policies, standards, or procedures for engineering and technical work
Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of business trends

Required

Bachelor's Degree in a related field of study is required or equivalent combination of education, training, and experience
Minimum of 8 - 12 years of related experience in Program Management
At least 2+ years in a supervisory/leadership role
Extensive computing skills in Excel, PowerPoint and related systems for gathering/management of Service Performance measurements
Demonstrated ability to work effectively at both the operational and strategic level
Engineering & Technology - Knowledge of the practical application of engineering science and technology, which includes applying principles, techniques, procedures and equipment to the design and production of various goods and services
Design — Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models
Mathematics — Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications
Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
Occasionally may be required to travel within the Continental U.S
Ability to work in an office environment (Constant)
Required to sit and stand for long periods; talk, hear, and use hands and fingers to operate a computer and telephone keyboard (Frequent)
Secret clearance level
This position requires access to information that is subject to compliance with the International Traffic Arms Regulations (“ITAR”) and/or the Export Administration Regulations (“EAR”)

Preferred

Advanced degree is preferred
PMP certification is preferred
