Chief Financial Officer

Hampton Roads Transit is seeking a Chief Financial Officer to provide leadership in achieving the organization's mission and goals. The CFO will oversee financial administration, develop financial policies, manage budgets, and ensure compliance with regulations while fostering effective relationships with funding partners.

Responsibilities

Assists the President and CEO in providing overall leadership in formulating and achieving the mission, goals, and objectives of Hampton Roads Transit (HRT)
Provides counsel to the President and CEO and the Commission on significant matters affecting HRT’s finances, operations, and policies
Plan and directs the daily activities of management professions in the areas of financial administration inclusive of accounting, budgets and financial analysis, procurement, and revenue collections
Plans, directs, controls and coordinates work programs of the Finance Department; establishes and monitors controls to evaluate department performance; ensures execution of HRT goals and objectives relative to financial issues; takes appropriate actions to correct performance and to adjust programs to meet requirements
Plans, executes, and achieves HRT’s short and long-term financial and cash flow goals
Responsible for the development of financial policies, including accounting, payroll, revenue collection and management, procurement, budget development and management, asset management, and ensuring approval of financial matters by President and CEO and the TDCHR
Oversees the annual and periodic independent audits of operating and capital expenses, operating funds, pension funds, procurement systems, etc. from federal and state stakeholders; as the Commission Treasurer, facilitates reporting of the audit report to the President and Commission; ensures correction of any audit findings as reported
Directs the preparation of the annual HRT operating and capital budgets; prepares and monitors the Finance department budget; advises on budget and costs to other departments
Ensures HRT is adequately funded by its federal, state, and local funding partners in accordance with the Cost Allocation Agreement and the transportation services provided for each locality; maintains effective working relationships with federal, state, and local government Finance/Budget Officers in order to facilitate communication necessary to ensure funding is available and adequate; provides recommendations to the President and CEO for short-term borrowing as may be necessary
Responsible for the development and/or review of all financial reporting to the President and CEO, and to the Commission, on behalf of the President and CEO; analyzes financial information for planning and recommendations to the President and CEO
Responsible for revenue management including fares, cash, sales revenue, investments, and short-term and long-term borrowing; works with the Chief Officer for Safety and Security to ensure adequate policies and procedures are in place to protect financial assets and cash, especially for the collection and depositing of daily fare revenue
Develops and maintains banking relationships
Manages positions and personnel to make best use of employees; selects employees and develops their capabilities; directs work of subordinates; reviews employees' work for effectiveness in meeting goals, standards, and schedules; approves employees work schedules and time reports
Establishes department goals and plans in compliance with agency goals and objectives; establishes schedules and work standards to achieve goals and ensures their effective implementation
Ensures Commission compliance with all applicable policies, rules, regulations, and laws; stays abreast of legal, regulatory and policy affecting areas of responsibility to address general accounting and audit practices, as well as financial budget and management, procurement and revenue collection procedures
Promotes awareness of HRT Safety Policies and Procedures and monitors compliance with the HRT System Safety
Communicates understanding and support of organization goals through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations
Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures
Provides management support and financial expertise during union contract negotiations
Serves as Commission/Administration representation on the Union Pension Fund Committee
Serves as Treasurer for the Transit Management Company (TMC)
All other duties as assigned

Required

Degree required in Finance, Business Administration, Accounting, Public Administration, or related field with courses in public finance and accounting
Executive level experience in public financial or accounting management, preferably with public transit system, and supervision of professional financial/accounting staff, to include executive level management
Possess a valid Driver's License
Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence)
