Responsibilities
Engage directly with customers to facilitate discovery, analyze current/future state processes, and produce clear technical specifications (interfaces, conversions, reports, extracts/imports)
Design and develop SSRS reports and data extract/import packages to support operational and regulatory reporting needs
Map and deliver data conversions from legacy CIS/backflow systems; own field-level mappings, transform logic, reconciliation, and cutover readiness
Specify interfaces to upstream/downstream systems and build them when feasible without core product changes
Assist with TrueBill configuration and setup, including functional settings, security/roles, and workspace/menu configuration aligned to departments
Support quotes/level-of-effort for technical deliverables during pre-sales and change control
Assist sales and author scope language and deliverable write-ups for SOWs/RFP responses
Lead technical discovery workshops and produce Interface Control Documents, Conversion Design Specs, and Report Specs
Build and tune extract/transform/load processes for large datasets with reconciliation against legacy totals
Develop SSRS reports; parameterize, secure, and package reports for deployment
Configure TrueBill settings and role-based Workspaces/Searches; support TrueBPM program setup
Partner with project management to estimate levels of effort; contribute scope language for proposals and change orders
Develop system-to-system integrations

Qualification
Required
Experienced
Practical understanding of utility billing operations: rate models, billing cycles, arrears/delinquency, and meter programs
Hands-on familiarity with backflow/cross-connection control programs: assemblies and inventory, tester/contractor management, test kit calibration intervals, testing workflows, and compliance tracking
Proficiency with SQL Server and T-SQL for data profiling, transformation, and reconciliation; strong SSRS report design skills
Experience planning and executing data migrations for CIS/backflow systems
Ability to specify and implement integrations using supported platforms/patterns
Comfortable with SaaS implementation practices, environment coordination, and admin basics for application setup and access
3–7+ years as a technical analyst/consultant in enterprise software delivery, ideally in public-sector utilities or related business systems
Demonstrated success producing clear functional/technical specs, data mapping workbooks, test plans, and cutover runbooks
Prior exposure to TrueBill/TrueBPM is a plus; experience with adjacent modules and role-based workspaces/search is beneficial

Experience with meter data, payment gateways, print/mailing vendors, or GIS integrations in utility contexts
Experience with Visual Studio C#, ASP.NET, and IIS
Familiarity with tester/backflow portals and extended components used in TrueBPM ecosystems
Prior contributions to RFP responses or solution proposals for water sector technology projects
