Responsibilities

Develop and oversee a procurement plan that ensures high customer fulfillment rates while minimizing carrying costs
Develop a high level of expertise in WTDS's procurement role by researching City purchasing and contracting policies and procedures, and consulting with the City of Minneapolis Finance and Property Services (FPS) staff
Collaborate with WTDS and FPS to establish vendor contracts and price agreements
Support WTDS and FPS staff in developing material specifications and bid documents to ensure procured materials meet defined need and performance standards
Prepare and track formal purchasing contracts and purchase orders for goods and services using standard documents approved by the City of Minneapolis
Evaluate vendor performance based on service and product quality and communicate to FPS
Monitor purchasing contracts and price agreements to ensure they are kept current
Inventory Control: Develop and oversee an effective inventory control plan that supports an accurate perpetual inventory of materials
Establish and follow procedures that guarantee the proper receipt and handling of materials and ensure materials are clearly and correctly identified, stored, and recorded in the system of record, and facilitate the prompt and accurate processing the customer orders
Review, refine, and enforce inventory related business processes to maintain good control over inventory and compliance with best practices
Evaluate the need for off-site storage locations and develop measures to secure inventory stores at these locations
Determine the most effective methods for transporting materials between storage facilities and work sites and implement related policies and procedures
Establish and enforce uniform access control protocols
Optimize organization and inventory handling at all storerooms as needed
Conduct cycle counts to maintain enhanced inventory control
Manage pick lists and kitting protocols to expedite item issues for work orders
Train and supervise staff responsible for performing inventory discrepancy reconciliations
Manage and supervise warehouse staff to ensure efficient procurement, storeroom operations, and compliance with City policies and procedures
Evaluate staffing levels as required to manage storerooms
Hire, train, coach, evaluate, and assign work to warehouse staff
Set standards for good customer service and ensure those standards are met for all warehouse staff
Ensure workplace health and safety requirements are met and act as the Facility Safety Manager by conducting accident investigations and completing related documents
Educate WTDS staff on City and division procurement procedures
Submit reports regarding all aspects of materials acquisition and warehouse management
Ensure proper and proactive maintenance of the warehouse, including all warehouse equipment, City vehicles, and storage locations

Required

Bachelor's Degree in Supply Chain Management, Business Administration, Public Administration, or a closely related field
Five years of experience in inventory management, procurement, logistics, or related fields which includes supervisory experience
An equivalent combination of education and highly related experience in a similar environment MAY be considered

Preferred

APICS certification. Either certified in Production and Inventory and Inventory Management (CMPIM) or Certified Supply Chain Professional (CSCP) are desirable for the position
Extensive knowledge of inventory control principles, warehousing operations, procurement practices; familiarity with public-sector frameworks is desirable, but not essential
Strong verbal and written communication skills
Strong analytical, organizational, and problem-solving abilities
Proficient in Smartsheet, and Microsoft Office applications including Word, Excel, and SharePoint
Knowledge of and experience working with Enterprise Resource Planning (ERP) and Asset Management Software
Ability to build and maintain effective work relationships, both internally and externally
Demonstrated ability to coach, mentor, and support staff growth and development
Well-developed numerical and statistical capability, enabling accurate analysis and calculation
