Assistant Commissioner of Human Resources for the Division of Human Resources

The NYC Department of Housing Preservation & Development (HPD) is dedicated to promoting quality and affordability in housing across the city. The Assistant Commissioner for the Division of Human Resources will provide strategic leadership, ensuring alignment between HPD priorities and employee development, while managing recruitment, training, and conflict resolution.

Responsibilities

Work closely with the Deputy Commissioner for Finance & Administration to advance agency objectives through strategic workforce planning, organizational design, and effective navigation of New York City’s civil service framework
Lead the development, implementation, and oversight of comprehensive, agency-wide career development and training initiatives
Work with internal and external partners to assess needs, mobilize resources, engage staff, and adapt curricula
Oversee agency-wide mandatory training programs including New Hire Orientations and Performance Evaluation Training; ensure delivery of internal seminars (e.g., civil service information sessions) and agency-wide events
Continuously evaluate current training programs and implement new initiatives to strengthen employee development and performance
Direct and manage core human resources functions across the agency, including timekeeping, payroll administration and check distribution; employee benefits; leave administration; workers’ compensation; and employee onboarding and orientation
Serve as the primary liaison to municipal labor unions on various labor-management matters, facilitating labor-management meetings; and resolving employee grievances in a timely and effective manner
Oversee daily HR operations, including the supervision and development of a team of 30+ staff. Ensure coordination across all HR units and that services are delivered consistently, efficiently, and in accordance with applicable laws, regulations, and best practices
Regularly review, analyze, and assess HR policies, procedures, and operational processes; identify opportunities for improvement and lead the implementation of enhancements that increase efficiency, compliance, and service quality
Work with the Department of Citywide Administrative Services (DCAS) and other City agencies to support recruitment, hiring, classification, and retention strategies within the civil service environment
Lead or assist in the planning, development, and execution of special projects and agency-wide initiatives, including but not limited to Language Access compliance and temporary staffing
Work closely with the agency’s Equal Employment Opportunity (EEO) Officer on a wide range of initiatives to ensure compliance with all applicable laws and regulations and to advance diversity, equity, inclusion, and equal opportunity throughout the agency

Required

A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate
A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required
Extensive senior-level human resources leadership experience within a large, complex public-sector or governmental organization, preferably within New York City government
Demonstrated expertise in navigating New York City civil service rules, classification, compensation, examinations, and appointment processes, including close coordination with the Department of Citywide Administrative Services (DCAS)
Strong working knowledge of municipal labor relations, grievance procedures, disciplinary processes, and labor-management collaboration in a unionized environment
Demonstrated success leading large, multidisciplinary HR teams and managing high-volume operations while maintaining accuracy, timeliness, and a strong customer-service orientation
Exceptional communication, negotiation, and interpersonal skills, with the ability to effectively engage senior leadership, labor representatives, City agencies, and staff at all levels of the organization
Ability to listen and respond effectively to customer questions and seeks creative solutions for problems
Supports a positive team environment in which members participate, respect and cooperate with each other to achieve desired results
Demonstrates enthusiasm for and commitment to the position
