Management Analyst I/II - Technical Services

Western Municipal Water District is seeking a Management Analyst to support their Technical Services division within the Operations Department. The role involves performing technical, analytical, and administrative activities to ensure operational efficiency and environmental compliance, while supporting project management efforts and collaborating with various departments.

Responsibilities

Conducts business, administrative, and budgetary analyses
Prepares and reviews reports, technical documents, and studies to determine their impact on Western Water
Participate in budget preparation and administration by preparing cost estimates, submits justifications for budget items, and monitors and controls expenditures
Reviews documents to ensure accurate information, examines supporting documentation to establish proper authorization and conformance with District policies, agreements, contracts, and state and federal requirements
Assists with the development, implementation, communication, and evaluation of programs, projects, systems, and procedures to achieve District goals
Implement department business plans, processes and performance measures, ensuring that they align with Western Water's Strategic Plan
The incumbent, while exercising his/her authority, shall abide by and promote Western Water's values and beliefs and adhere to the agency's ethics policy
Trains staff in business processes and understanding Western Water's structure/methods
Facilitates department, District-wide, and/or inter-agency meetings
Represents the District effectively with other agencies, organizations and individuals
Researches and resolves complex issues and develops special reports
Recommends action and assists in formulating procedural and workflow designs
Performs complex data mining and analysis, recommends and implements change, leading to new or revised procedures, programs, or systems
Applies Continuous Improvement principles in the deployment of department business plans, processes and performance measures, ensuring that they align with District's Strategies and Operational Plans
Participates in departmental performance assessments and the system of continuous improvements and effectively integrates and evaluates the linkages between Western Water's key value creation and support processes and related key performance indices

Required

Bachelor's degree, preferably in Public Administration, Business Management or a related field
Management Analyst I: Minimum 1 year of professional level business or administrative experience
Management Analyst II: Minimum 3 years of professional level business or administrative experience, 1 year of which must be at a level equivalent to a Management Analyst I
Required License / Certification
Knowledge of applicable federal, state and local water, wastewater, recycled water, storm water, air quality and hazardous waste management laws, regulations, programs and standards
Knowledge of engineering and scientific principles related to air quality, biosolids, water/wastewater, etc
Knowledge of methods and techniques of environmental compliance planning, policy, regulations and laws
Knowledge of research and reporting methods, techniques, and procedures
Knowledge of English usage, grammar, spelling, vocabulary, and punctuation
Knowledge of principles and practices of quality assurance/quality control
Knowledge of computer proficiency in advanced web, spreadsheet and database programs
Knowledge of techniques of statistical sampling and analysis
Knowledge of practices/techniques of training
Knowledge of principles and practices of customer service and techniques for effectively communicating with the public, vendors, contractors, regulators, and District staff
Knowledge of current literature and developments of assigned regulatory programs
Knowledge of techniques for effectively representing the district in contacts with government agencies, and various business, professional, educational, and regulatory organizations
Ability to prepare clear and accurate records, reports, correspondence and other written materials
Ability to write and edit technical documents involving regulatory comment letters, research plans, compliance reports, permit applications and scope of work
Ability to interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, rules, and regulations
Ability to identify problems, research and analyze relevant information, develop and present recommendations and justification for solution
Ability to review and understand engineering and construction drawings, technical specifications and scopes of work
Ability to communicate effectively, both orally and in writing, to a wide variety of audiences
Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines
Ability to exercise independent judgement and initiative within established guidelines
Ability to establish, maintain, and foster positive and effective working relationships with all those encountered in the course of work

Preferred

Master's degree in a related field may substitute for one year of experience at the Management Analyst II level
