Regulatory Manager
The US Army Corps of Engineers is seeking a Regulatory Manager to serve as Deputy Chief of the Regulatory Division in the Jacksonville District. This role involves administering the USACE Regulatory Program, providing strategic leadership, managing operations, and overseeing a significant regulatory program with broad geographic impact.
Responsibilities
Exercises broad independent authority over long-range planning, policy implementation, and execution of the regulatory mission with minimal supervision
Provides strategic leadership, setting organizational vision, improving processes, leveraging technology, and leading a diverse, merit-based workforce
Directs day-to-day operations and supervision, including business practices, budget, performance management, staffing actions, employee relations, training, and workload planning
Manages and executes an annual budget exceeding $20+ million, ensuring effective use of resources and strong internal controls
Provides technical and scientific leadership on complex regulatory and environmental issues, advising the District Engineer and senior leadership
Represents the District in high-level interagency, public, and stakeholder engagements, resolving disputes and ensuring regulatory compliance
Oversees a high-impact regulatory program covering Florida, Puerto Rico, and the U.S. Virgin Islands, with significant environmental, economic, and regional effects
Qualification
Required
Must demonstrate direct experience in daily business and administration/practices
Management/execution of a large, annual budget
Experience in three of the following five areas: 1. Administer a complex environmental and/or regulatory-based program with broad geographic impact, OR 2. Strategic leadership, setting organizational visions and objectives, improving processes, and leading a diverse workforce. 3. Independently direct long-term organizational planning and policy implementation, OR 4. Apply scientific and regulatory principles to resolve complex and multi-faceted issues, OR 5. Represent higher level leadership with congressional offices, at interagency, public, and/or stakeholder engagement to convey information and resolve disputes
