Responsibilities
Responsible for planning and conducting feasibility studies in response to user requests for service
Schedules meetings with division personnel as assigned to define requirements for analytical studies; discusses and evaluates management needs, objectives and goals susceptible to systems solution
Plans and conducts fact-findings interviews to gather information, analyzes results and arrives at design objectives and decisions
Performs as a technical liaison with user departments to coordinate all system development activities
Prepares overall system and file design specifications; develops detailed system modification, testing and conversion plans
Performs system environmental studies for new systems to determine the impact that the new system will have on the overall data processing environment and specifically, upon other production systems
Performs systems growth studies to aid in capacity planning
Communicates with and trains programmers in defining systems and program specifications and insures programmers have a thorough knowledge of these requirements
Act as team leader in the implementation of major systems
Provides a high degree of technical knowledge, judgment and initiative in applying probability theory and integrating management information and forecasting systems as well as a high degree of ability in communication skills
Demonstrates behaviors of service excellence and CARE values (Compassion, Accountability, Respect and Expertise). Performs other related duties as needed
Qualification
Required
Generally requires 3 to 5 years of related experience
Bachelor's degree in Computer Science or related field is preferred
Ability to analyze, organize and prioritize work accurately while meeting multiple deadlines
Ability to communicate effectively in both oral and written form
Ability to handle difficult and stressful situations with professional composure
Ability to understand and follow instructions
Ability to exercise sound and independent judgment
Knowledge and skill in use of job appropriate technology and software applications
Valid license or certification is required as needed, based on the job or specialty
Preferred
Bachelor's degree in Computer Science or related field is preferred
