Manager Human Resources - Records & Talent Acquisition

The Manager of Human Resources - Records & Talent Acquisition will oversee the design and implementation of recruitment and record-keeping programs, ensuring efficiency and compliance while leading a team to enhance organizational effectiveness.

Government Administration

Responsibilities

Lead the design, planning, and implementation of countywide recruitment and official employment record-keeping programs
Oversee staff, daily operations, and workflows to ensure efficiency, accuracy, and high-quality service delivery
Identify, develop, and implement process improvements that modernize HR practices and enhance organizational effectiveness
Ensure compliance with all applicable laws, regulations, policies, and collective bargaining requirements
Lead cross-functional project teams, special initiatives, and innovative HR programs from concept through implementation

Required

Possess a Bachelor's degree from an accredited college or university with a major in Human Resources, Organizational Learning and Development, or a related field
Have had at least five (5) years of full-time work experience managing Human Resources operations or supervising Human Resource functions
A Master's degree in Human Resources or a related field may be substituted for two (2) years of the required work experience

Preferred

Previous supervisory experience strongly preferred
Effective leadership and management skills
Professional training and/or certification in a related field
Knowledge of the principles, practices, and approaches pertaining to advancing diversity, equity, and inclusion in the workplace
Customer-centered, collaborative, and team-oriented approach to work
Strong presentation skills and the ability to lead educational/training sessions
Reasonable knowledge of principles of governmental organization and administration
