Policy Project Manager
Texas Health and Human Services Commission (HHSC) is committed to creating a positive impact in the lives of fellow Texans. They are seeking a Project Manager III to lead the MCS Program Policy team in developing and managing healthcare policy for Texas’s Medicaid and CHIP programs, coordinating projects across multiple teams and stakeholders.

Responsibilities
Develops project timelines for assigned projects, monitors and reports on progress, and updates timelines as necessary
Coordinates with internal and external stakeholders to create and update policies, procedures, contract requirements, administrative rules, business rules, and communications to external stakeholders and contractors
Coordinates with the internal and external stakeholders to schedule standing meetings, respond to policy inquiries, draft reports, and manage shared mailboxes
Assists in researching managed care organizations’ compliance with program policy contractual requirements
Participates in and helps to facilitate meetings with stakeholders, including managed care organizations, provider associations, people receiving services, and subject matter experts
Oversees and monitors tasks and projects across Program Policy to plan projects efficiently, implement milestones, and meet project deadlines
Acts as liaison for Program Policy with internal and external stakeholders. This includes planning and managing efficient project meetings and leading and participating in workgroups. It also includes communicating and collaborating with staff across the agency and with external stakeholders
Provides professional guidance to program staff concerning programs and initiatives being managed by the Program Policy unit. This may include providing support to Program Policy staff, including assisting staff with developing project work plans
Plans, oversees, and manages the development and ongoing operation of assigned special projects, including those related to federal and state directed initiatives. This work involves policy analysis and the development and implementation of Medicaid initiatives as well as Office of Policy process improvement initiatives

Qualification
Required
High school diploma and at least five years of full-time work experience in a health and human services field; or
Bachelor's degree from an accredited four-year college or university and at least three years of full-time work experience in a health and human services field; or
Master's degree from an accredited college or university in public health, public administration, public affairs, social work, or closely related field and at least one year of full-time work experience in a health and human services field
Experience managing projects
Knowledge of project management theories, practices, and tools applicable to projects that are complex in scope
Knowledge of state and federal Medicaid and CHIP laws and regulations
Knowledge of government organization and administration
Knowledge of principles of health and human services policy and planning
Knowledge of state of Texas legislative processes
Skills in project management, policy analysis, and performing policy research
Skills in addressing changes in scope or timing
Skills in synthesizing, analyzing, and evaluating highly complicated and technical information
Skills in translating policy and technical information into easily understandable and concise documents and oral presentations
Skills in developing creative and workable solutions to complex problems and policy issues
Skills in facilitating workgroup meetings
Ability to manage project activities, to establish project goals and objectives, and to identify project gaps
Ability to develop, amend, and interpret program policies, rules, and contract requirements related to Medicaid and CHIP Services
Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues
Ability to demonstrate project facilitation skills and identify project risks
Ability to prepare reports and charts, communicate effectively, and assign duties and responsibilities to coordinate the work of project staff
Ability to provide project management and oversight for multiple programs, projects, and initiatives while meeting strict deadlines
Ability to research, gather, assemble, correlate, and analyze facts to devise solutions based on the information available
Ability to work with a team under pressure, negotiate among multiple parties, and resolve conflicts
Ability to exercise judgment and work independently with minimum supervision
Ability to work cooperatively as a team member in a fast-paced, deadline-oriented environment
Ability to establish and maintain effective working relationships with various levels of personnel
Ability to use Microsoft Office Suite applications such as Outlook, Teams, Word, PowerPoint and Excel
Ability to communicate effectively orally and in writing, including the ability to adjust communications to fit the intended audience
Ability to work with diverse groups of people, including stakeholders, that have a variety of opinions
