Executive Director Employee Relations and Compliance - Office of Employee Relations
Gwinnett County Public Schools is seeking an Executive Director of Employee Relations and Compliance to oversee employment practices and manage inquiries related to discrimination and grievances. Responsibilities
The Executive Director of Employee Relations and Compliance is responsible for planning, managing, and performing all activities related to employment practices including the handling of inquiries and complaints of discrimination
The Executive Director is responsible for managing and supervising the investigation and executing timely resolution of internal complaints including, but not limited to, discrimination, sexual harassment, and requests for accommodations on the basis of a medical impairment
The Executive Director of Employee Relations and Compliance provides employees direction in matters related to grievances and appeals, and provides training and development to administrators and employees on equity, compliance, accommodation, and grievances
Assign and direct the equal opportunity and other law related complaint process including intake, case management, investigations, and preparation of external responses
Supervise and negotiate informal resolution of complaints where possible and make recommendations for courses of action on other cases
Counsel employees on equal opportunity problems and questions
Assign and conduct investigations of discrimination based on gender, age, race, color, disability, religion or national origin as well as recommend solutions and prepare detailed reports on equal opportunity and other law related complaints
Maintain current knowledge of Equal Employment Opportunity (EEO), Office of Civil Rights (OCR), Americans with Disabilities Act Amendments Act (ADAAA), sexual harassment, and other law related court cases, guidelines, and Gwinnett County Public Schools policies and procedures
Direct, develop, and deliver training related to equal employment opportunity practices, human relations, federal laws, and Gwinnett County Public Schools policies and procedures
Direct the management of employee complaints as assigned by the Chief Human Resources Officer
Maintain appropriate records, conduct hearings, and recommend complaint resolution
Direct the grievance and appeal processes and conduct level two grievance hearings and issue findings
Gather and analyze statistical data to monitor the districts employment practices with respect to equity; including hiring, reclassification, promotion, and termination
Prepare and present reports for leadership, present investigation data, and points of interests
Maintain comprehensive case files and statistical data on inquires and complaints
Direct the continuous improvement efforts for all departmental processes
Perform continuous evaluation of overall system quality and effectiveness and develop strategies and methods to improve operations
Perform other duties as assigned
Qualification
Required
Must hold or be eligible for a valid Georgia Educators Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission
Masters degree required
Five years of professional level experience in employee relations or human resources with an emphasis on employment discrimination, mediation, and internal investigations required
Experience in developing and administering equal employment opportunity and related programs, managing equity and compliance efforts, civil rights issues affecting staffing, application of guidelines for compliance with federal and state nondiscrimination laws, and professional codes of conduct in the workplace required
Thorough knowledge of federal and state laws; Title VII and Title IX law
Knowledge of the theory, procedures, and practices associated with employment discrimination implications and trends, legal methodologies, and research documentation
Thorough knowledge of organizational compliance and policy management and procedures related to administrative standards and processes
Knowledge of public personnel practices and policies
Ability to investigate effectively and document EEO-related violations and complaints, prepare recommendations to resolve problems and work with a variety of employees, administrators, applicants, and other customers
Ability to administer an effective compliance program and to perform assignments requiring confidential material
Must possess effective employee relations skills and the ability to develop and maintain effective working relationships with all levels of staff
Ability to work independently and in teams
Proficient with technology
Ability to communicate effectively, both orally and in writing
Advanced organizational, problem-solving, conflict resolution, and data analysis skills
Knowledge of Georgia School Law
Preferred
Senior Professional Human Resources (SPHR) or Professional Human Resources (PHR) certification preferred
Advanced degree in employment law preferred
