Program and Marketing Manager - Housing (CHSA)

NEOGOV is seeking a Program & Marketing Manager for the Community Housing Services Agency, Inc. (CHSA), a nonprofit organization focused on creating and retaining affordable housing in Savannah. The role involves overseeing marketing, administrative, financial, and development activities to ensure effective project implementation and community engagement.

Responsibilities

Supervises, directs, and evaluates assigned staff, ensure functioning office systems and operations; employee concerns and problems, support an inclusive, collaborative workplace culture; directing work, counseling, disciplining, and completing employee performance appraisals
Develop and implement marketing collateral including internal policy guidelines, flyers, brochures, social media graphics, newsletters, event materials; manage the website and digital presence; maintain brand consistency across all communication channels; prepare press releases, success stories, and program highlights to share with media and stakeholders; coordinate community education efforts; process applications for various housing programs
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed
Manages loan payment postings to promote consistency in procedures; communicates with attorneys to protect CHSA’s interests in delinquent accounts in legal hearings; supervises review of new loans prior to booking to ensure accountability in accurate setup
Manages department’s budgets to comply with purchases procedures, various affordable housing fund program guidelines, local, state and federal guidelines; reviews accounts transactions to ensure accurate receipt and disbursement of funds; manages loan portfolio reconciliations to ensure clean audit
Manages the development and completion of various new construction, renovation, and community development projects simultaneously
Manages the collection of all necessary activities of the owner, contractor, staff, housing staff and other city departments to ensure project implementation
Reconciles CHSA payroll with timesheets and general ledger accounts to ensure accuracy of reporting; manages time distribution to reflect allocation of shared costs
Initiates and implements revisions to administrative operating procedures to ensure efficiency of operations. Ensure that photographs of construction projects are taken before, during and at the completion of projects. Utilizes data collected from technical experts, commercial vendors, and others to ensure the local, federal and state requirements are met
Visits job sites to monitor status of work and to determine whether specifications are adequate, user requirements are being met, and appearance of work is compatible with existing codes and specifications. Reviews cost certification documents, prepares justifications for approved deviations, ensures all documentation is filed in project folders
Presents information in public forums and meets with the public and various community organizations
Assists with development and maintenance of the housing program and policies in compliance with various affordable housing fund programs, including local, federal and state regulatory requirements
Provides marketing and technical assistance to non-profits, for-profit and individuals as requested, to include but not be limited to participating in housing fairs, home buyer seminars/classes, etc
Provides support to staff responsible for financial management, reporting, general ledger entries, loans and audits
Processes payment disbursements for all loan and grants from appropriate funding sources, to include but not limited to: CHSA, SAHF, and other affordable housing funds
Develops and coordinates activities to secure and leverage private funds through use of the various affordable housing funds
Performs other related duties as assigned

Required

Bachelor's degree Business Administration, Marketing, Nonprofit Management; Architecture, or Construction Management
4 years of experience in marketing, database management, graphic design tools (e.g., Canva, Adobe Creative Suite), website content management systems (e.g., WordPress, Wix, GoDaddy), community development, project management, construction management or contract administration
Must possess and maintain a valid state driver's license with an acceptable driving history
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment
