Responsibilities

Prepare detailed cost estimates for underground water pipeline projects, with a primary focus on Northern California public works opportunities
Lead bid preparation, including quantity takeoffs, subcontractor outreach, pricing, and proposal development
Analyze project plans, specifications, and requirements to ensure accurate and complete estimates
Collaborate with project management, operations, and executive leadership to develop winning bid strategies
Maintain strong industry relationships with vendors, subcontractors, and public agencies
Utilize HCSS (HeavyBid) extensively for estimating and bid preparation

Required

5+ years of experience successfully estimating, bidding, and winning underground water pipeline projects in Northern California
Extensive public works experience, including familiarity with local agencies, standards, and bidding procedures
Proficiency with HCSS HeavyBid estimating software
Strong understanding of construction means and methods related to pipeline installation, trenching, shoring, and associated civil work
Excellent attention to detail, organizational skills, and the ability to manage multiple simultaneous bids
Strong communication skills and the ability to work collaboratively in a team environment

Preferred

Experience with cost modeling for large-diameter pipeline projects
Knowledge of Northern California union labor environments, equipment rates, and regional cost drivers
Bachelor's degree in Construction Management, Engineering, or related field (preferred but not required)
