Responsibilities
Elicit, analyze, validate, and document business, functional, and non-functional requirements
Conduct stakeholder interviews, workshops, and requirements-gathering sessions
Translate business needs into clear documentation such as:
Business Requirements Documents (BRD)
Functional Requirements Documents (FRD)
Use cases, user stories, and process flows
Analyze current (“as-is”) and future (“to-be”) business processes and recommend improvements
Support system implementation efforts including UAT planning, test case development, and defect tracking
Act as a liaison between business users, technical teams, and vendors
Ensure solutions align with Commonwealth standards, security policies, accessibility (ADA), and compliance requirements
Assist with change management, training materials, and end-user documentation
Participate in Agile/Scrum or Waterfall project environments, as required
Qualification
Required
Bachelor's degree in Business, Information Systems, Public Administration, or related field
5+ years of experience as a Business Analyst (public sector experience preferred)
Strong experience with requirements gathering and documentation
Familiarity with SDLC methodologies (Agile, Waterfall, Hybrid)
Experience working with government or regulated environments
Excellent communication, facilitation, and stakeholder management skills
Strong analytical and problem-solving abilities
