Commonwealth of Kentucky is seeking an experienced and dynamic Purchasing Branch Manager to join their Division of Procurement and Grant Oversight. The role involves leading a team of procurement professionals, ensuring compliance and efficiency in procurement operations to support the delivery of essential services for individuals and families across Kentucky.

Responsibilities

Lead and oversee procurement of professional service contracts aligning with Cabinet priorities and strategic goals
Ensure compliant and efficient execution of procurement processes including contract management, vendor relations, and budget oversight
Collaborate with Cabinet departments to assess needs and develop procurement strategies and best practices
Monitor procurement performance, identify issues or inconsistencies, and implement process improvements
Maintain current knowledge of laws, policies, and procedures to ensure compliance across all activities
Foster a high-performing team environment and assist in designing and implementing training, policies, and procedures

Required

Graduate of a college or university with a bachelor's degree
Six years of purchasing experience
In-depth knowledge of procurement laws and contract management principles
Strong leadership and communication skills, with a proven ability to manage teams and collaborate with internal and external stakeholders
Excellent problem-solving abilities and attention to detail
Excellent verbal and written communication skills (Applicants should be prepared to submit examples)
Impeccable ethical standards
Excellent organizational skills
Ability to manage complex tasks/projects

Preferred

CPPO, CPPB, NIGP-CPP, and or NGMA certification is a plus
Experience utilizing report applications and Excel is a plus
