The North Carolina Department of Insurance is dedicated to promoting a stable insurance market and protecting citizens. The Graphic Designer II position involves performing graphic design functions for promotional and educational materials, leading the digital media team, and consulting with clients to create visually impactful designs.

Responsibilities

Performs a range of graphic design functions used in promotional, instructional, and educational materials
Creates visible images that can be used in digital media and print
Acts as the Digital Media team lead on graphic design work
Consults with division heads and agency leadership
Creates, designs, and delivers products that visually communicate information through avenues such as digital communication campaigns, catalogs, brochures, books, magazines, banners, web pages, logos, invitations, posters, advertising, teaching aids, and exhibits
Executes visual representations by using software and hardware, hand-rendering, various printing practices, and graphic design techniques to meet the needs of the client
Consults with clients to determine project parameters such as purpose, audience, conceptual focus, and scope and concept cost options
Works independently; work is reviewed for quality and design concept

Required

Bachelor's degree in visual/graphic design, commercial art or related area of assignment from an appropriately accredited institution; or Associate's degree in visual/graphic design, commercial art or related area of assignment from an appropriately accredited institution and two years of visual/graphic design, commercial art or experience related to the area of assignment; or High school or General Educational Development (GED) diploma and four years of experience in visual/graphic design, commercial art, or field related to the area of assignment; or an equivalent combination of education and experience
Demonstrated experience and proficiency in MS Office and Adobe software, with thorough knowledge of design principles, visual art elements, and layout best practices
Thorough knowledge of troubleshooting techniques related to software, hardware, and equipment, with the ability to determine and implement appropriate solutions
Ability to assess client/customer needs and determine appropriate outlet, method, audience, scope, timelines, and cost-effective design options
Demonstrated knowledge of the full graphic design and print production process, including developing specifications, preparing bid-ready materials, coordinating with vendors and printers, proofing, quality control, and packaging final files for production
Ability to independently manage, track, and document multiple design and production projects simultaneously, ensuring accuracy, version control, approvals, and timely delivery
