CEO -Head Of Nuclear Enrichment - USA - Remote - Perm or Consultant
HR Exchange is seeking an experienced, strategic leader to build and run their enrichment capability for reactor fuels. The Head of Nuclear Enrichment will lead technology selection, process scale-up, and regulatory engagement while ensuring operational readiness and safety.
Responsibilities
Provide strategic leadership to the enrichment program: technology roadmap, go-to-market strategy for SMR/fast-reactor fuels, business case and capital planning
Oversee pilot → demonstration → commercial scale-up activities while ensuring safety, quality, and environmental compliance
Own regulatory engagement: interactions with NRC, DOE, state regulators, and non-proliferation authorities; lead licensing support and prepare technical/regulatory submissions (coordinate with legal/compliance)
Establish and enforce nuclear safety, safeguards & security (including material control & accountancy), QA/QC systems, and radiation protection programs
Build and manage cross-functional teams (R&D, engineering, operations, quality, regulatory affairs, procurement). Recruit and develop talent
Manage vendor relationships and technology partnerships; evaluate technologies (centrifuge, laser, other commercial processes) from technical, cost, schedule, and non-proliferation perspectives (without directing sensitive operational details)
Lead program risk management and readiness planning for startup, commissioning and steady-state production
Represent the company externally: DOE/industry programs, customers (reactor OEMs), investors and community/stakeholder outreach
Drive IP strategy and ensure export control / classified information handling where applicable
Qualification
Required
Advanced degree (M.S. or Ph.D.) in Nuclear Engineering, Chemical Engineering, Physics, or closely related technical discipline; B.S. with exceptional experience considered
12+ years of progressive experience in the nuclear fuel cycle, fuel fabrication, uranium enrichment, or closely related fields — including leadership of technical teams and programs. (Experience with HALEU, LEU for SMRs or advanced reactors is strongly preferred.)
Demonstrated experience with regulatory licensing and working with U.S. federal agencies (NRC, DOE) and knowledge of safeguards/non-proliferation frameworks
Track record of delivering scale-up projects from lab/pilot to commercial operation, with experience managing budgets, schedule and cross-functional stakeholders
Strong knowledge of nuclear safety culture, QA/QA programs, material control & accountancy and industrial health & safety
Excellent communicator; experience presenting to boards, investors, regulators and industry consortia
Willingness to undergo any required background checks and security clearances; travel up to 30–50% (domestic & limited international)
MUST BE A US RESIDENT FOR THIS ROLE
Preferred
Experience in SMR fuel specifications, HALEU production pathways, or fast-reactor fuels
Experience negotiating DOE or government contracts and participation in national reactor fuel programs
Prior work at an enrichment technology developer, fuel fabricator, national lab, or major reactor OEM
Familiarity with export controls (ITAR/Export Administration Regulations) and supply-chain risk mitigation
Existing professional network across DOE, NRC, national labs, reactor vendors and enrichment vendors (helpful for rapid program ramp)
