The State of Florida is seeking an OPS Government Operations Consultant I for the Florida Fish and Wildlife Conservation Commission. This role involves providing contract oversight assistance and monitoring the administrative and programmatic terms of Planning & Design contracts to support the agency's mission of conserving wildlife.

Responsibilities
Assist in developing competitive solicitations and tracking those solicitations on behalf of Planning & Design Section. Participates as a primary reviewer and ensures BID process is managed smoothly up to the contract routing stage
Prepares, manages, and performs the contract monitoring process
Research and analyzes contracts, statutes, laws, rules, regulations, policies, and other complex written information to identify compliance requirements and/or performance expectations that are applicable to contracted providers. Prepares monitoring tools and devises approaches to assess the performance and compliance of contracted providers
Contract administrative management duties include developing contract documents, handling contract and amendment execution activities, and handling the day-to-day oversight of assigned contracts
Prepare contracts, amendments, renewals, and extensions as requested by the program area
Manage office contracts to include the oversight and enforcement of contract terms and conditions
Responsible for records management including maintaining official files of record for contracts, and documenting contract payments
Serve as single point of contact with service providers, ensuring positive provider relations
Work to resolve issues timely and effectively
Perform contract closeout duties, including contract evaluation and review and documentation of provider performance
Review, approve, and process provider invoices. Maintain detailed expenditure schedule and update financial database(s)
Assist with identifying appropriate mechanisms for contracting and procurement
Responsible for using effective verbal and written communications including preparing correspondence and reports
Performs administrative related duties as required
Acts as Office Notary
Makes recommendations regarding processes for office improvement
Purchases services, advertisements and miscellaneous purchases for Planning & Design staff utilizing State of Florida P Card
Assists Planning & Design staff with purchasing card transactions, MFMP, e-quotes and other purchasing methods
Provides other administrative assistance as needed
Cooperation, communication, and teamwork are necessary skills for this position. Candidates must be highly proficient in written and verbal communication, use of automated systems, and research and analysis. The position incumbent must demonstrate self-direction and self-motivation, sound decision making, and the ability to create and maintain positive and respectful working relationships with Department colleagues and provider staff
Qualification
Required
A high school diploma and five years of professional experience in administrative work
A bachelor's degree can substitute for four of the five years' experience
Must be able to lift a minimum of 25 lbs
Valid Florida Driver's License required
Highly organized with attention to detail
Proficient in work-related tasks using Microsoft Office Word, Outlook and Excel
Knowledge of business functional areas such as purchasing, accounting, and budgeting
Ability to manage the business functions in a state agency
Highly productive, ability to determine work priorities, and ensure proper completion of work assignments
Proficient in oral and written communications, correct grammar, punctuation, and spelling
Ability to establish and maintain effective working relationships with others
Ability to understand and apply applicable rules, regulations, policies and procedures relating to purchasing and budgeting
Ability to work independently
Ability to solve problems and make decisions
Excellent customer service skills
Ability to identify math operations needed to complete tasks and correctly perform calculations
Preferred
Advanced skills in Microsoft Excel
