The Florida Department of Health is seeking an Investigation Specialist II to conduct complex Medical Quality Assurance Investigations. The role involves investigating complaints of alleged malpractice, preparing investigative reports, and engaging in proactive enforcement programs.

Responsibilities

Investigate complaints of alleged malpractice among medical health care boards
Investigations include reviewing and assigning case files, receive completed cases, review, sign, & forward to Prosecution Services Unit
Conducts priority and routine investigations, audits and inspections relating to violation of Florida Statutes and rules governed by the Agency
Review court records and other essential documents, conducts audits and inspections, prepares, and serves subpoenas, administrative complaints, Emergency suspension, Emergency Restrictive orders, notices to cease and desist and issues citations
Prepare comprehensive chronological reports of final, supplemental and probation reports within the guidelines of ISU’s quality control matrix. Reports include synopsis of findings, table of contents, comprehensive details of investigation and sequential arrangement of evidentiary exhibits
Serve as field training officer when necessary
Conduct supplemental and probation investigations including coordination with impairment program staff
Enforce terms of Disciplinary Enforcement Requests and cooperates with Board staff members
Engage in proactive enforcement programs individually and in cooperation with other government agencies
Demonstrate good public relations with local authorities and professional organizations through personal contact and public speaking engagements
Provide information to consumers regarding licensure and possible violations of laws and rules regulating professions under the Department’s jurisdiction. Provide referral information
Testify and/or present evidence at administrative hearings, depositions, or trials
Perform other duties as required

Required

Proficient computer skills to include Word, Excel, PowerPoint and Outlook
Knowledge of computer data bases
Knowledge and use of the compliance management system and licensing system used by the Agency
Knowledge of laws, legal codes, court procedures and government rules & regulations
Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
Understanding written sentences and paragraphs in work related documents
Communicating effectively with others verbally and in writing
Talking to others to effectively convey information
Ability to establish and maintain effective working relationships with others
Listening to what other people are saying and asking questions as appropriate
Conduct fact-finding research
Knowledge of the methods of data collection and analysis
Organize data into logical format for presentation in reports, documents and other written materials

Preferred

Five (5) years of professional experience from one or more of the following fields: investigative, law enforcement, working in the juvenile or adult criminal justice system, regulatory inspections, regulatory compliance, resource protection, affirmative action, equal employment opportunity, regulatory work as a paraprofessional or higher, claims adjusting, auditing, financial examining, land appraisal work, human relations, personnel, working as a licensed healthcare professional regulated by the Division of Medical Quality Assurance
One (1) year of investigative experience
College education can substitute for the professional experience as described above on a year-for-year basis
