Financial Manager - Highway

Dodge County, Wisconsin is seeking a Financial Manager to provide leadership in delivering superior services to County residents and businesses. The role involves overseeing financial operations, managing staff, ensuring compliance with policies, and preparing budget documents.

Government Administration

Responsibilities

Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses
Plans, prioritizes, assigns, supervises, and reviews the work of the support staff for the Department
Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures
Directs employee work and assignments, trains, evaluates work, and provides feedback to performance evaluations
Schedules staff to maintain levels and adequate coverage while allowing for time-off. Manages all time-off requests
Monitors training requirements of staff members for completion
Monitors work activities to ensure compliance with established financial policies and procedures; makes recommendations for changes and improvements to existing standards and procedures to the Director of Finance & Administration
Oversees the preparation of analytical and statistical reports on operations and activities, as assigned. Responsible for the maintenance of all reports, and transmittal of all documents within required timeframes
Responsible for oversight of payroll process for the department. Ensures staff members are completing processes timely and accurately
Reviews and audits accounts payable, cash receipts, inventory and other accounting records and transactions; analyzes and audits transactions for proper account classification
Prepares and enters journal entries for recording in the accounting system
Reconciles all expense accounts; responsible for all month end and annual reports
Maintains and reconciles the Department fixed asset records, including land/buildings, infrastructure, and all working equipment
Assists in development of the Department annual operating budget. Carries out the County Administrator's guidance and direction for building the annual budget. Prepares budget preparation documents, cost reports, and analysis. Assists Department head and managers with preparing budgets for submittal
Prepares department budget documents for management review. Performs budget analysis; research and forecasts expenditures/revenues as well as trends affecting current expenditures; monitors profit/loss reports; distribute and discuss results
Prepares annual and special audit worksheets for independent auditor; is available to answer questions and establish systems to improve fiscal responsibility and internal control mechanisms
Prepares annual financial reports for the Finance Department and State regulatory agency. Coordinates closing the books at the end of the year with the Finance Department. Ensures adjusting entries are completed timely and accurately. Confirms required reports are completed for Federal, State, and County
Assists subordinate personnel with daily responsibilities, as needed
Attend staff meetings, committee meetings and County Board meetings, as required

Required

Previous lead or supervisory experience
Bachelors degree
Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures, and techniques for resolution of issues
Ability to research and analyze detailed information and make appropriate recommendations
Ability to develop department goals and objectives
Ability to plan, develop, implement, and evaluate projects and programs
Ability to prepare, recommend, and monitor an operating budget, including line-item budgeting
Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time-off, and maintaining personnel records
Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner
Ability to instruct and train in methods and procedures
Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines
Ability to establish and maintain accurate records of assigned activities and operations
Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations
Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority
