Engineer I, Engineer II and Project Engineer I SCADA Planning and Engineering
The City of Aurora is seeking dedicated and collaborative individuals to join their team in various engineering roles focused on enhancing and protecting the quality of life for its citizens. The positions involve project management, engineering tasks, and compliance with design and government regulations within the Aurora Water department.

Responsibilities
Effectively communicate project status updates to all appropriate stakeholders including budget and schedule impacts as appropriate
Apply engineering knowledge and understanding to assigned tasks
Read, review and understand construction drawings, specifications and engineering reports in conformance with City standards and City codes
Keeps current on latest trends in technology and procedures in the utilities industry and make recommendations for implementation in Aurora
Coordinate with all City departments and all other stakeholders in the scheduling, development, and completion of Aurora Water projects
Performs other related duties as assigned
Support the values and mission of Aurora Water, support initiatives from upper management
Effective written and oral communication
Complete six-month on the job training on PLC, HMI, SCADA, Instrumentation and Control and P&ID
Project management includes planning, design, construction management, budgeting, and schedule management for each project
Ensures compliance with design and government regulations
Determines and establishes construction standards and materials
Provides professional/technical assistance and project updates to citizens, other departments, management, and City Council
Evaluates proposals and conducts interviews for consultant selection
Coordinate project tasks for Instrumentation, PLC, HMI, SCADA, I/O, Radio and Fiber Optic
Follow SCADA and Electrical City design engineering guidelines and assure projects compliance
Oversee and manage Process Control Narratives, Programming Workshops, Factory Acceptance Testing, and Site Acceptance Testing for assigned capital water and wastewater projects
Provide detailed technical reviews, and quality assurance/quality control on submittals for conformance to Aurora Water SCADA standards regarding plans, specifications, tag naming conventions, Programming Code (PLC, OIT, and HMI), Instrumentation, Communications, Networks, PLC panel construction, and associated wiring
Work with the Technical Operations group in the review, testing and construction of highly complex instrumentation, controls, electrical, electronic, pneumatic, security, motor control, radio, fiber optic and telemetry systems for the Aurora Water Department
Works with consulting engineers, contractors, and other agencies to explain, interpret, and create City's design requirements, codes, and specifications
Assures contract compliance and that completed projects meet established quality standards
Performs one or more of the following:
Works with City's Purchasing and Contracts Division in publishing requests for proposals and in selecting consultants and contractors for capital projects
Negotiates scopes, fees, and project schedules
Qualification
Required
Bachelor's degree in Physics, Electrical Engineering, Mechanical Engineering, Computer Science, Control Systems, Process Automation, or similar related Field
Driver License with a good driving history
Basic understanding of physics, chemistry and computer programming
Ability to apply math calculations to engineering tasks
Experience in conducting research on technical projects
Demonstrate Engineering experience with PLC, HMI, discrete input/output, analog input/output, field Instrumentation, radio and fiber Optic communication
Ability to review Function Block, Ladder Logic and structure text programming
Basic Understanding of Process and Instrumentation diagrams
Engineering Experience conducting, process control narratives, factory acceptance testing, and site acceptance testing for new control systems
Design experience process control and instrumentation systems
Understanding of Proportional, Integral, derivative (PID) tuning
Knowledge of basic engineering principles
Knowledge of basic process control theory
Knowledge of NEC, ISA, NFPA, ANSI standards pertaining to safety, electrical, process control and automation
Strong interpersonal, analytical, and technical skills
Strong verbal and communications skills
Ability to establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
Handle sensitive situations with tact and diplomacy
Communicate effectively both orally and in writing and synthesize complex information into a more useful format for decision-makers
Establish and fulfill goals and objectives
Direct and effectively supervise a large diverse workforce
Administer budgets
Perform as a project manager for complex projects
Prepare requests for proposals and qualifications for design and construction projects
Preferred
Certified Control System Technician Level I, or EIT
Certified Control System Master Level III, or Professional Engineering License or Certified Automation Professional Certificate
