Program Manager 1 - CLS (Silver Spring/Rockville Area)

The Arc Montgomery County is seeking a Program Manager 1 for their Inclusive Living Services - Community Living Division. This role involves managing and overseeing supports for adults with Intellectual and Developmental Disabilities in assigned homes, ensuring compliance with regulations, and promoting quality service and inclusion for the individuals supported.

Responsibilities

Train and provide supervision to all DSPs assigned to home(s), including contractual DSPs, ensuring they complete their assigned duties appropriately
Coordinate the scheduling of all staff working in the home, manage requests for leave, manage time and attendance, fill in/work a shift in the event coverage is not secured and flex schedule on an as needed basis to meet the needs of the house
Conduct regular house meetings
Perform annual staff evaluations of DSPs
Facilitate and model inclusive interactions and relationships
Ensure that inclusive choices and opportunities for decision-making is being provided to the people supported
Ensure that people supported can access and participate in community activities and events, allowing dignity of risk with appropriate safeguards
Oversee the voucher process for all people served in the household and help manage their personal funds ensuring they have money for weekend activities, transportation, and personal hygiene supplies, and protect funds from theft or mismanagement
Be the primary contact for families, contacting them weekly to keep them abreast of the events involving their family member and act as liaison to all agencies involved in services for the people living in the home, i.e., vocational and day programs, physician offices, etc
Ensure that independence in all aspects of life, especially communication, activities of daily living, and community engagement is being promoted for the people supported
Ensure healthy relationships are being established and promoted for the people supported to expand their social circles
Ensure that safe and reliable transportation is being provided as needed
Shall be onsite/available during all home inspections
Responsible for the management of peoples’ medications and medical supplies ensuring staff are following proper procedures for delivering medication as instructed in the Medication Technician Training Program (MTTP)
In conjunction with the Medical Appointment Technician (MAT), ensure medical appointments are conducted with medical care professionals as required by the peoples supported’ s plan of care or as needed
Ensure that the home environment is clean, neat and presentable at all times according to agency policies and regulatory agencies, i.e., licensing via the Office of Health Care Quality (OHCQ)
Ensure that health care assistance which supports safety and well-being is being provided
Ensure that personal care assistance is being provided as needed
Review 45-day and/or Interim Nursing Reviews and provide follow-up as needed
Provide timely information and feedback to supervisor and delegating nurse related to healthcare concerns or problems
Inspect service delivery environment as needed to ensure freedom from hazards and access to necessary emergency supplies
Ensure that environmental issues and concerns are being reported and follow-up as needed
Implement appropriate action during emergencies, including requests for emergency assistance and notifications to delegating nurse (as needed) and supervisor
Participate in the Person Center Plan (PCP) process to include completing the PCP documents as assigned on the PCP Responsibility Task List
Assist people supported in preparing for and participating in meetings where their needs and goals are discussed, reviewed, altered, or updated, and ensure that each person is supported under the recommendations of the PCP
Ensure that the people supported are being encouraged and supported in their identified goals
Ensure goals are implemented and progress is being documented daily
Ensure service logs in CIMS are completed for every shift in the home(s) and reviewed for content
Oversee all required documentation including but not limited to: MAR, Fire Drills, Goals, Seizure, Water Temperature Logs, Weight and Bowel Movement Charts
Ensure all incidents/issues, to include the Dimensional Medication and/or Procedural Error Reports, are reported in CIMS in a timely manner and follow-up as needed
Maintain healthcare and other records as required, cooperating and consulting with other service providers as needed
Reconcile funds, Personal Spending or True Link, on a monthly basis utilizing each person’s financial record. *(If applicable for the person supported)*
Maintain all required trainings, and ensure assigned staff also maintain their training requirements
Perform other duties as assigned by Division Director or designee

Required

Bachelor's Degree; or an Associates' Degree plus two years of relevant experience; or a High School Diploma plus four years of relevant experience
Experience must include some supervisory responsibilities in the areas of documentation and people care
Must be at least 21 years of age
Must have a valid driver's license and ability to travel between locations during work hours
Must have the ability to transport people supported in a personal or agency vehicle when necessary
Ability to fluently read, write and understand the English language and to effectively receive and deliver verbal and written communication
Must have proficient computer skills, including Microsoft Outlook and Word
The Program Manager 1 must be able to withstand prolonged periods of standing, frequent bending, stooping, reaching, pulling and pushing
The Program Manager 1 must be able to lift 50lbs with assistance when supporting people with developmental disabilities
