Clinical Systems Analyst (Information Technology)
Cascadia Health is dedicated to providing integrated mental health and addiction services, primary care, and housing to promote community well-being. The Clinical Systems Analyst will focus on evaluating clinical workflows, supporting Electronic Health Record (EHR) implementations, and providing ongoing system support to enhance clinical operations. This role requires collaboration with clinical leadership to optimize the design and functionality of health information systems.

Responsibilities
Analyze complex clinical workflows, processes, requirements, data flows, usability, feasibility, and resource needs in collaboration with clinical leadership and key stakeholders
Design and develop clinical information solutions that improve the effectiveness and leverage of the organization’s health information systems
Configure and implement system modules based on analysis and design, ensuring alignment with operational and clinical needs
Establish and maintain feedback mechanisms to ensure ongoing effectiveness of implemented solutions
Conduct system integration testing and oversee user acceptance testing for new designs, configurations, and enhancements
Ensure all processes and workflows are accurately documented
Develop reference materials, job aids, and training documentation
Train staff on advanced functions and effective utilization of EHR systems
Provide escalated system support to staff, including troubleshooting and coordinating issue resolution with EHR vendors
Serve as the primary knowledge holder and team lead for clinical information system modules or electronic health records
Maintain system performance by identifying issues, resolving errors, and supporting continuous optimization efforts
Manage required reporting for federal, state, and county agencies
Support initiatives to improve data quality, reporting accuracy, and data integrity across the organization
Complete data review and correction projects, including updating information in the EHR via data entry or import processes
Comply with and implement regulations, policies, and procedures under which the department operates
Assist in crisis situations as appropriate, following emergency protocols and procedures
Document and maintain records in a manner that assures compliance with all agency policies and procedures and local, state, and federal regulations
Understand fire regulations and evacuation procedures; participate in regular safety drills in compliance with department policies and procedures
Adhere to mandatory abuse reporting laws and HIPAA requirements
Complete annual employee training requirements on a timely basis
Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings
Perform other duties as assigned
Qualification
Required
A bachelor's degree in relevant field is required
A minimum of three years supporting or using an EHR in healthcare is required
Effective communication and active listening skills
Demonstrated effective interpersonal and customer service skills
Ability to work proactively and effectively in a team as well as independently
Operate computer hardware and software at a level needed to effectively perform job functions
Knowledge of HIPAA/42CFR regulations
Skilled at teaching and training adult learners
Ability to prioritize and manage competing priorities
Ability to maintain confidentiality of sensitive information
Ability to analyze complex problems and determine the best options for reaching a solution
Ability to identify opportunities to improve methods, systems, and procedures to increase productivity and enhance services
Ability to perform basic quantitative and qualitative data analysis
Ability to present technical information to a non-technical audience
Must have the ability to travel to multiple locations throughout the Portland Metro area
Ability to perform CPR, First Aid, and effectively use AED equipment. CPR/ First Aid certifications are required and must remain current
Preferred
Certification in one of the following: CADC, QMHA, MA, Epic, is preferred
Experience in one or more of the following: OCHIN Epic, Collective Medical, is preferred
