TO Executive Health Director

Soaring Eagle Casino & Resort is seeking a TO Executive Health Director responsible for overseeing the organizational, financial, operational, and planning functions of the Nimkee Memorial Wellness Center. The role involves managing health funding sources, ensuring compliance with contracts, and promoting positive relationships with the tribal community and various agencies.

Responsibilities

Increase management's and staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining managers and administrative staff; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing incentives; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities
Provide overall contract management for Nimkee health funding sources including, but not limited to: Indian Health Service, Inter-Tribal council of Michigan, State of Michigan, Saginaw Chippewa Indian Tribe, private foundations and grants
Analyze and provide updates on legislative, regulatory, policy and other industry changes
Develop and maintain an organization structure for the Health Departments to meet the service needs of the tribal community
Ensure departmental compliance with all contracts, grants, and other funding agreements including report obligations
Represent Nimkee Memorial Wellness Center and the Saginaw Chippewa Indian Tribe of Michigan in interactions with the tribal community, city, county, state, regional, and national agencies; promote positive working relationships with all of the above
Ensure that the tribal community is kept informed on policies and procedures related to health care services and issues impacting the tribal community
Submit article(s) to the Tribal Observer when changes and updates affect patient care
Prepare and present an annual report to Tribal Council, Tribal Administration and tribal community
Provide overall coordination of budget planning, preparation, justification, monitoring, modification, and reporting
Work with Nimkee Memorial Wellness leadership team and Tribal Accounting Department to ensure all financial obligations are met
Coordinate efforts to investigate potential funding sources and to maximize current funds for efficient and effective use which includes coordination of resource development efforts between health program directors, health staff, and tribal Grant Writers Office
Ensure health programs and services are accessible to the tribal community; that programs and services are evaluated regarding effectiveness and satisfaction; and that programs and services are modified to meet the needs of the tribal community
Ensure health programs and facilities are in compliance with applicable regulatory and accreditation requirements and that the highest standards of operation and patient care are maintained
Adhere to patient confidentiality and complies with clinic policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA)
Provide excellent service for all internal and external customers of the operations at all times. Provide solutions for patient concerns and continually focus on patient service as our top priority
Must maintain strict confidentiality and present a positive, professional demeanor and image at all times

Required

Master's degree in Health Administration or related field
Five years' experience in Health Care Administration. Three years in a supervisor capacity
Knowledge and experience working with Indian communities
Experience with IHS, PL 93-638 (Indian Self Determination Act), and State of Michigan Human Service agencies
Experience with contract management including contract development, budget administration and reports
Must be able to promote the vision of the tribal community as directed by Tribal Council
Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position
Ability to obtain HIPAA Certification, Blood Borne Pathogens Certification, and Safety Training within thirty days of hire
Native American preference shall apply to all positions
Knowledge and understanding of the principles, procedures and associated regulations and standards for the delivery of community-oriented health care delivery systems
Knowledge of Indian Self-Determination contracting and the IHS system
Knowledge of budgetary and financial formulation management processes
Knowledge of appropriate accrediting and certification requirements
Knowledge of the mandatory reporting requirements under the Indian Child Protection Act, with regards to suspected incidence of child abuse or child neglect
Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and PowerPoint
Skill in preparing, reviewing and analyzing operational and financial reports
Skill in supervising, training and evaluating assigned staff
Ability to maintain quality, safety, and/or infection control standards
Ability to work both independently and in a team environment
Ability to communicate effectively both verbally and in writing
Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels
Ability to maintain confidentiality
