The New York State Justice Center for the Protection of People with Special Needs is responsible for protecting over one million New Yorkers under the care or jurisdiction across six State Oversight Agencies. The Director of Human Resources will oversee employee relations, recruitment, and workforce planning while providing expert advice to senior management and ensuring compliance with HR policies and labor relations.

Responsibilities

Represents the Justice Center in meetings, committees and other forums related to employee relations, staff development, and recruitment with agency administrators, union officials, OER, PERB, Civil Service, etc
Provide expert advice to the Executive Director, Executive Deputy Director, senior staff and other high-level program managers on classification, recruitment, staffing, onboarding activities, employee services, labor relations, workforce planning and talent management programs matters, all of which frequently require evaluating programs or goals and develop legal and appropriate mechanisms to achieve executive objectives
Work with senior management in each of the Justice Center offices on strategic workforce planning and human resources related activities as described above, which includes their staffing and recruitment activities and labor relations activities
Analyze, review, establish, implement and modify HR policies and procedures to ensure consistent and equitable treatment in the areas of personnel, labor relations and staff development
Review, revise and approve policy in accordance with contract changes, revised Civil Service Law, Rules and Regulations and procedures, negotiated agreements and budgetary constraints
Serve on the Labor Management Committees for the agency; participates in labor relations negotiations with matters that come before the agency for items such as Memorandums of Understanding (MOU) between labor and management; This involves additional responsibilities such as shift bidding, overtime requests and results in further labor relations conversations with determining MOUs for shift bidding, overtime, etc
Conduct workplace safety reviews of all Justice Center office locations throughout the State and analyze a variety of health and safety, labor relations, and other conditions within the various statewide locations to initiate actions and/or ensure policies and procedures are revised to maintain a safe and content workforce. This is done in conjunction with representatives from labor to look for any health and safety issues within the offices
Act as Assistant Director of Human Resources and responsible for the direct and indirect supervision of all lower-level agency Human Resources staff

Required

Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Director Human Resources 2 and are interested in reassignment
Current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to SG-25/M-1 or higher and eligible for transfer under section 52.6 of the Civil Service Law
One year of permanent competitive or 55b/c service at SG-23 or higher in a Human Resources, Training, or Labor Relations title
Candidates must be in the direct promotion field, a current NYS Justice Center employee, and have one year of permanent competitive service at SG-23 or higher in a Human Resources, Training, or Labor Relations title
Candidates must not have failed, or failed to take the last two holdings of the promotion examination for the title listed above
