ARS Program Operations Supervisor
Catholic Community Services (CCS) is a faith-based organization dedicated to individual and community enrichment. The ARS Program Operations Supervisor is responsible for providing leadership and supervision of ARS managers and employees, ensuring compliance with organizational policies and maintaining high service quality across all homes.

Providing leadership and supervision of ARS managers and employees assigned to ARS
Working with Program Leadership to maintain required staffing levels and limit overtime
Ensuring leadership team has the skills and knowledge to manage home daily operations and develop and retain high performing teams
Supporting the broader program vision, standardization of systems, quality service and supporting overall program compliance
Training and modeling the skills and personal characteristics necessary for working with, caring for, and winning the respect of people with developmental disabilities
Assuring systems are developed and implemented effectively and in compliance with all applicable rules and standards
Monitoring program operations to ensure compliance with organizational policies/procedures, Medicaid/ODDS rules, and licensing requirements
Reviewing program budgets, petty cash(receipts & ledgers) and spending patterns; works with Program Managers to address discrepancies
Monitoring and addressing staff overtime usage
Conducting regular audits of participant financial accounts and case records to ensure completeness, accuracy, and compliance with Medicaid/ODDS and licensing standards
Tracking trends identified through case record reviews and collaborating with ARS leadership to implement improvements
Providing the Program Director with updates on program KPIs, staffing, finances, and compliance, and supporting strategic planning and program development
Preparing reports, data summaries, and materials for leadership meetings as assigned
Modeling leadership, self-accountability, and professionalism within their home(s)
Visiting each group home/site supervised at least monthly and each home staff meeting at least quarterly
Providing daily operational support to Program Managers, including assistance with scheduling, staffing, and service delivery
Documenting supervision, follow up and actions as per Director and Operating Procedures
Supervising Program Managers through regular coaching, mentoring, and performance feedback
Conducting routine check-ins, team meetings, and leadership development activities
Facilitating and conducting meetings or presentations/trainings as assigned
Providing guidance and debriefing during critical incidents
Promoting a positive, collaborative, trauma-informed, and person-centered work environment
Ensuring Program Managers and direct support staff complete all required trainings within timelines
Coordinating with internal and external trainers to schedule required training
Providing targeted training to Program Managers on documentation standards, financial procedures, incident management, and regulatory requirements
Identifying documentation gaps or inconsistencies and working with Program Managers to correct deficiencies
Ensuring program safety measures, rights protections, and risk mitigation strategies are consistently followed and documented
Participating in after hours on call system rotation schedule as assigned
Attending and actively participating in organization and individual related meetings, events and in-service meeting opportunities
Qualification
Required
Bachelor's degree in behavioral science, social science, human services or a related field and two years human services experience; OR an associate degree in behavioral science, social science, human services or a related field and four years of human services related experience; OR high school diploma/GED and six years of human services related experience
Regardless of the education, at least two years of the related experience must be in delivering attendant care in a setting regulated by either the Oregon Department of Human Services or the Oregon Health Authority
Reliable transportation, valid driver's license with a driving record that permits coverage under the agency's corporate auto liability policy
Have or be able to obtain CPR and First Aid Certification within 30 days of employment
Be able to lift up to 65 pounds for a total of up to 130 pounds in a two-person lift
Support, mentor, train, and supervise Program Managers and staff members
Documentation proficiency: documentation is objective, accurate, person-centered and of good overall quality, in written and electronic form
Competencies in the areas of leadership, system development, policy development, program implementation, and compliance with the ability to train
Individual Support Plans, Emergency Response Procedures, OAR licensing standards and other state requirements, Self-Determination Principles and Client Rights
Trauma-Informed Care
Communicate effectively with all people (oral and in writing)
Be flexible and work in a fast-paced environment
Prioritize workload, complete tasks, and meet deadlines
Maintain confidential information
Follow and train established systems
Work back-up coverage, on-call duties or after-hour emergencies as necessary/assigned
Preferred
Verifiable professional management or supervisory experience
Experience with licensing, compliance, policies and/or program system development
