Engineering Program Manager
North Texas Municipal Water District (NTMWD) provides vital wholesale water, wastewater and solid waste management services to more than two million people in North Texas. The Engineering Program Manager is responsible for the engineering oversight of capital improvement activities within the organization, coordinating between departments and supervising project managers to ensure successful project execution.
Responsibilities
Implementation and delivery of the Capital Improvement Program. (CIP) for assigned Program. Reviews nominations from Planning and other district teams and makes recommendations to establish the yearly CIP project list. Ensures yearly plan aligns with NTMWD’s Strategic goals and operational needs
Oversees all aspects of capital projects within the program, including scope development, budgeting, design, procurement, construction, and closeout
Acts as the key liaison between departments, consultants, contractors, member cities and regulatory agencies to ensure successful project execution
Monitors program and project performance, addressing issues proactively and ensuring timely resolution of challenges. Ensures projects are delivered on schedule, within budget, and at a high level of quality while maintaining compliance with all applicable regulations
Assigns project managers for program related projects and provides oversight including technical evaluation, reviewing design documents, attending project meetings, evaluating bids, reviewing and editing administrative memorandums, monitors project status, and resolves project issues through construction
Manages assigned engineering group staff, including but not limited to: o Reviewing and approving time sheets o Assesses training and development needs and prepares recommendations o Improves efficiency and standardization of procedures and methodologies o Ensures compliance to NTMWD policies o Addresses disciplinary issues o Succession planning o Provides leadership and seeks to maintain a positive working environment
Develops and defines project scopes related to program and oversees completion of engineering service agreements. Ensures that the development of project scopes supports planning, operations, and maintenance goals and are carried through the preliminary/final design stages through construction
Evaluates and improves procedures, develops and maintains metrics to track progress
Qualification
Required
Degree in Engineering received from an accredited college or university
Minimum five years as a Registered Professional Engineer in the State of Texas
Ten years of progressive experience as a Professional Engineer with project management experience of solid waste, water or wastewater treatment and handling systems design and construction
Supervisory experience and demonstrated organizational skills
Experience utilizing engineering design and project management software
Requires a valid Texas Driver's License
Ability to visualize means of improving efficiency and greater use of computer technology
Understanding of Project Management best practices: Design review, constructability reviews, scheduling, estimates, contract language, scope and fee negotiations and conflict resolution
Proficiency in use of Microsoft Word, Excel and management software
