Program Analyst II

The North Carolina Department of Administration is seeking a Program Analyst II to assist the Executive Director of the Commission of Indian Affairs with day-to-day operations. The role involves oversight of programs, financial management, and staff performance alignment, as well as community outreach and employee training.

Responsibilities

Serve as the second-in-command in the Division and assist the Executive Director of the Commission with day-to-day operations including oversight and management of all programs, the development, review, and approval of grant proposals, grant reports, and general reports on program productivity, as well as oversight of financial management, and supervision of program management teams and their programs
Assist in the alignment of staff performance work plans with program goals
Oversee temporary employees, interns, and volunteers
Approval of time and attendance
Accountable for the development of the Commission’s Annual Reports, the quarterly newsletter, website coordination, and ensuring that information posted on the website is accurate and available to the public, state and local agencies, grantees, boards, and partners
Develop and conduct employee training, strategic planning, programming marketing, and community outreach to all state and federal tribes
Provide staff support to Commission Committees as needed
Perform additional duties as assigned

Required

Comprehensive knowledge of principles and practices of public and business administration relevant to the assigned program area
Strong understanding of personnel policies and procedures
Foundational knowledge of accounting principles and practices
Proven ability to collect, interpret, analyze, and evaluate data and information effectively
Sound judgment and discretion in establishing, applying, and interpreting policies and procedures
Excellent communication and collaboration skills with stakeholders at all organizational levels
Proficiency in conveying information clearly and effectively to program stakeholders
Ability to develop, implement, and assess administrative programs and procedures for effectiveness
Capability to align staff performance plans with program objectives
Demonstrated leadership in planning, assigning, and supervising the work of subordinate employees
Ability to foster and maintain productive working relationships with agency personnel, officials, and the public
Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire
Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment, or an equivalent combination of training and experience

Preferred

Proven experience collaborating with American Indian communities, educational institutions, and cultural organizations
Consistently demonstrates professionalism and fosters effective working relationships with peers, Commission members, Department of Administration leadership, and other government officials
Strong background in state and/or federal grant administration, project management, and compliance reporting
Expertise in developing, reviewing, and approving grant proposals
Skilled in preparing grant reports and evaluating program productivity
Ability to align staff performance plans with organizational and program objectives
Demonstrated supervisory experience and proficiency in budget planning and development
Exceptional written and verbal communication skills
Proficient in creating and delivering presentations using Microsoft Office applications
Ability to design and facilitate impactful training programs
Provides staff support for Commission Committees as required
Performs additional duties as assigned
