Owner’s Authorized Representative (OAR) II
Struction Solutions is seeking an Owner’s Authorized Representative (OAR) II to manage all phases of construction projects, from pre-construction to close-out. This role ensures projects are completed on time, within budget, and in compliance with district and regulatory standards.

Responsibilities
Oversee and coordinate pre-construction, bidding, construction, and project close-out
Review pre-construction documents and provide feedback to designers
Prepare and present project status reports to senior management
Coordinate with public agencies and internal teams to ensure regulatory compliance
Manage project budgets and schedules, ensuring accuracy and alignment with district standards
Oversee contractors’ daily activities, review schedules and submittals, and address inquiries
Evaluate contractor change orders, negotiate pricing, and assess schedule impacts
Monitor and process payments for contractors, architects, and engineers
Administer Professional Service Agreements between the district and architects
Ensure timely delivery and installation of fixtures, furniture, and equipment
Oversee DSA certification and financial close-out of completed projects
Qualification
Required
15+ years of professional experience in Construction, Project, or Construction Management
5+ years leading projects valued at $20M+
Knowledge of OSHA safety regulations (OSHA 30 minimum)
Bachelor's degree in Architecture, Engineering, or Construction Management
Bachelor's degree in any field, with CCM certification required within 1 year
20+ years of Construction/Project Management experience, with CCM certification required within 1 year
Valid Certified Construction Manager (CCM) credential (substitutes for education requirement)
Preferred
Design-Build project experience
Proficiency in Building Information Modeling (BIM)
Experience with LEED-certified projects and CHPS
Knowledge of DSA construction/design processes
Registered Architect (California Architectural Board) or Professional Engineer (State Board for Engineers & Land Surveyors)
Certified Construction Manager (CCM) credential by CMCI
