Human Resources Division Manager - Employee Relations

Responsibilities
Provides technical advice to staff regarding application of Human Resources policies, procedures and practices
Plans, coordinates, directs and establishes work standards of diverse personnel activities
Conducts presentations to management and to other employee groups to convey information about personnel programs or other matters
Oversees the development and maintenance of required documentation, files (manual and automated) and related materials as required by federal, state, county and other laws, rules and regulations for area(s) of responsibility
Exercises signature authority for the Director on delegated issues
Conducts research, investigations, analysis and documentation of confidential and contentious issues and situations and recommends remedial actions to the Director and/or Designated Authority
Researches, analyzes and make recommendations to supervisors, client departments and employees to identify and resolve problems through application of appropriate County rules, policies and procedures
Supervises, trains and evaluates subordinate professional, paraprofessional and technical staff, to include contractors
Resolves performance problems and counsels subordinates
Coordinates Division operations with other departments, divisions and agencies
Participates in or acts as Departmental representative for, various committees, task forces, boards and commissions
Resolves problems/issues arising from the operations of subordinate units
Develops and coordinates long-/short-term goals and related planning for area(s) of assignment
Evaluates the effectiveness of services provided by assigned division(s) and assures compliance with regulatory requirements
May be required to testify in court and before boards, commissions, and similar bodies relative to activities of area(s) of responsibility
May assist in preparing the Human Resources budget
Plans, coordinates, and directs, under the supervision of the Human Resources Director, the County’s employee relations/engagement program, performance management, and all of its various functions
Builds relationships with leaders at all levels to positively influence culture and leverage resources to deliver results in employee satisfaction initiatives
Partners with HR Leaders to plan, develop, and conduct employee relations training for County leaders with an emphasis on prevention and progressive leadership strategies
Provides coaching and guidance to Pinal County leaders; partners with them to identify opportunities to proactively address common employee relations issues and performance concerns
Builds a repository of developed communications and performance management resources for managers and supervisors
Receives complaints and completes a thorough assessment and jurisdictional review of each to determine the appropriate response, which may include, but is not limited to: inquiry; internal or third-party investigation; conflict resolution or mediation; policy revisions; and/or training
Evaluate the need for and recommend interim measures to provide support for involved parties and minimize further conflict or risk
Conduct preliminary inquiries to determine whether allegations warrant investigation by the County, or referral to another Office within Pinal County, i.e., PRO, PCSO, or PCAO, or referral to an outside (third-party) investigator
Promote and adhere to the workplace values of accountability, commitment, and teamwork
Maintain absolute confidentiality of work-related matters, customer records, and restricted County information
Qualification
Required
Bachelor's Degree in Human Resources, Public or Business Administration or closely related field
Six (6) years of professional experience in Human Resources or closely related field
Two (2) years of supervisory experience
Principles and practices of staff supervision, training, evaluation and professional development
Principles and practices of personnel administration and governmental organization
Applicable Federal, State, County and related laws, rules, regulations, policies and procedures for area of assignment
Human Resources theories and methodologies applicable to area of specialty
Computer hardware and automated systems
Effective communication, both orally and written
Operating automated systems and general office equipment
Interacting with various groups of diverse individuals
Supervising, verifying and validating work of others
Resolving procedural and operational problems
Making recommendations to upper management
Establish and maintain effective working relationships with employees, other agencies, and the public
Follow instructions, both verbal and written
Communicate effectively verbally and in writing
Research and verify information
Develop recommendations for problem resolution or for process improvement
Supervise, train and evaluate clerical support staff
